About the Health Officer

The Health Officer works with deputy health officers for Multnomah, Clackamas and Washington counties to align public health activities in the greater Portland-metro area.

The health officer provides physician consultation, technical direction and leadership to support public health activities and clinical services in Multnomah County, fulfilling a requirement of Oregon law.

Our Work

The health officer works with deputy health officers for Multnomah, Clackamas and Washington counties to align public health activities in the Portland-metro area. This includes:

  • Communicable disease prevention
  • Outbreak response
  • Environmental health concerns
  • Injury and chronic disease prevention
  • Public health emergency preparedness

They also oversee these Health Department programs:

  • Medical Examiner
  • Emergency Medical Services
  • Public Health Preparedness - Ensures the Health Department and our community can manage the public health aspects of large-scale emergencies, and that our region’s health care system can deliver effective care.

Our Health Officers

Richard Bruno, MD, MPH

Multnomah County & Tri County Health Officer

Dr. Bruno is dual-board certified in family medicine and preventive medicine. He received his medical degree from Oregon Health & Science University. He completed his residency training at Johns Hopkins, where he also earned a Master of Public Health degree.

He was awarded a fellow of both the American Academy of Family Physicians and the American College of Preventive Medicine. He also served on the board of directors for both of organizations, collectively representing over 130,000 physicians and students in the United States.

Dr. Bruno began his practice as a family and preventive physician in Baltimore. Before joining the Health Department, he was the senior medical director for primary care at Central City Concern. His clinical focus areas include HIV, gender-affirming care, obesity, and opioid use disorder, and work to influence public policy. He continues to practice at Multnomah County's HIV Health Services Center.

Teresa Everson, MD, MPH

Deputy Multnomah County Health Officer, Tri-county Deputy Health Officer

Dr. Everson is dual board-certified in family medicine and preventive medicine. She received her residency training at Oregon Health and Science University, where she also earned a Master of Public Health degree in health management and policy. She received her medical training at the Medical College of Ohio.

Prior to joining Multnomah County in January 2022, Dr. Everson oversaw the Washington State Department of Corrections’ COVID-19 prevention and outbreak response for over 8,000 employees. She has served as health officer for the Yakima Health District, and deputy health officer for Clark and Skamania counties in Washington. Dr. Everson began her medical practice as a family physician at Multnomah County’s Mid-County and Northeast Health Centers.

Sarah Present, MD, MPH

Clackamas County Health Officer, Tri-county Deputy Health Officer

Prior to joining the Health Officer Program, Dr. Present served as health officer for Columbia County, Oregon, and for Wahkiakum and Skamania counties in southwestern Washington. She also worked in primary care at the SeaMar Community Health Center in Vancouver, Washington.

Present received her medical degree and a Master of Public Health degree in environmental health policy from Tulane University. She completed residencies in family medicine and preventive medicine at Oregon Health & Science University.

Dr. Present continues to practice part-time as a primary care physician at the Clackamas County Health Centers' Beavercreek Clinic in Oregon City.

Washington County Health Officer, Tri-county Deputy Health Officer

Dr. Baumann is dual board-certified in internal medicine and preventive medicine. She received her residency training at Oregon Health and Science University and medical training at the University of Michigan Medical School. She also earned a Master of Public Health degree in health management and policy.

Prior to joining the health officer program, Dr. Baumann worked as a primary care physician, health policy researcher and medical consultant.
