The mission of the Multnomah County DVCRU is to provide immediate crisis response to survivors of domestic violence in order to:
- Increase survivor safety
- Connect offenders to systems of accountability
- Interrupt patterns of abuse
- Provide a bridge to comprehensive services in Multnomah County Referrable Programs

The Domestic Violence Enhanced Response Team
The Domestic Violence Enhanced Response Team (DVERT) is a nationally recognized model of intervention that places an emphasis on identifying and providing coordinated, multi-disciplinary responses to high-priority/high-risk domestic violence cases. DVERT strives for a “best practices” model of interagency collaboration by coordinating several forms of intervention for domestic violence victims and offenders. DVERT works in partnership to address domestic violence by:
- Enhancing the safety of high-priority/high-risk domestic violence survivors, children and animals.
- When applicable, facilitating appropriate accountability of high-risk offenders.
- Collaborating with partner agencies to provide wrap around care.
- Providing case consultations, training and support to community and system based referring partners.
- Supporting communities seeking to develop and sustain similar collaborative efforts.
The Elder & Vulnerable Adult DV Program
The Elder & Vulnerable Adult DV Program focuses on advocacy for adults over the age of 55 and vulnerable adults being impacted by domestic violence. The Elder and Vulnerable Adult Advocacy Program is co-located with the Special Victims Unit within the Portland Police Bureau Family Services Division. Our multidisciplinary team includes the Multnomah County Sheriff's Office, PPB and the MCSO Gun Dispossession Unit.
Collaboration, trauma informed and survivor centered care is the cornerstone of all of the programs within the Domestic Violence Crisis Response Unit (DVCRU). With significant gaps in services/resources for domestic violence survivors who are older adults or additionally vulnerable with cognitive and physical disabilities this program aims to bridge the gap.
The intention of this program is to reduce the barriers for individuals experiencing both intimate partner and familial abuse, assisting with systems navigation, support & streamlining communication between various service providers engaging with the survivor.
