HUD 811 Project Rental Assistance (PRA)
Overview: Oregon Housing and Community Services (OHCS), in partnership with the Department of Human Services and Oregon Health Authority, is committed to providing supportive housing opportunities through the HUD 811 Project Rental Assistance (PRA) program for extremely low-income Oregonians with severe and persistent mental illness, intellectual disabilities, and/or developmental disabilities. OHCS received funding from the Department of Housing and Urban Development (HUD) to integrate approximately seventy-five (75) 811 PRA subsidized units into properties located throughout the State of Oregon funded with federal, state, and/or local programs such as Low-Income Housing Tax Credits (LIHTC), and HOME. About half of these units will be reserved for individuals eligible for developmental disabilities services.
For individuals in services with Multnomah County Intellectual and Developmental Disabilities please review the following information if you are interested in applying for a HUD 811 PRA unit. Please keep in mind that as of 2025 there is one property in Multnomah County/Portland Metro Area associated with this program, Wynne Watts Commons. All other units associated with this program are located in other cities around the state.
The current HUD 811 Property list, Pre-screening Eligibility Checklist and Tenant Application forms (English/Spanish) can be found on the OHCS HUD-811 Project Rental Assistance website.
