About: What are Community Budget Advisory Committees?
The Office of Community Involvement (OCI) is excited to help recruit community members to serve on one of Multnomah County's Community Budget Advisory Committees (CBACs). CBACs are groups of community members that review and make recommendations on county departmental budgets and operations.
No budgeting or financial expertise is necessary! CBAC members do not go line by line through the county budget. Meetings are focused on the bigger picture - understanding the county's programs and services, discussing challenges and opportunities that departments are considering in their budget process, and providing input on key budget decisions for the next year.
There are ten county CBACs. Applicants select the top three department or office CBACs that most align with your interests and experience. Departments select participants based on a number of criteria. Once selected, as a CBAC member you will hear directly from department directors and frontline staff about county programs and services. You will have the opportunity to work with fellow CBAC members to make recommendations to the Chair and Board of Commissioners about how Multnomah County can best budget responsibly with an emphasis on equity and providing critical community services.
Find meetings of each CBAC listed here.
Commitment: Is the CBAC a good fit for you?
If you have the time, interest, curiosity, and commitment to collaboration - CBACs may be a good match for your leadership!
Time:
Appointed community members serve for 3-year terms, up to two terms. Participants should expect to dedicate 2-6 hours of service a month. During the county 9-month budget cycle (October - June), CBACs commonly meet 1-2 times a month, with additional meetings sometimes needed during the most active time of the budgeting process. Stipends may be available to support participation.
Interest:
Appointed community members have a genuine interest in county programs, services, and how the budget process works.
Curiosity:
Appointed community members are curious, want to learn more, and enjoy the CBAC educational opportunities to develop new knowledge and skills.
Collaboration:
Appointed community members want to work with others to learn and give input. While there are several opportunities at the county for individuals to have their voice heard and input considered, appointed community members seek opportunities to collaborate and work collectively in the budget process as a way to engage.
Engage: How do you apply?
Community Budget Advisory Committees will be recruiting new members for the 2025-2026 year (advising on the FY27 budget) in summer 2025. Before you get started - review the list of county departments and offices below to determine which top 3 most align with your interests and experience.
