Audit Objectives

  1. Determine the primary causes of jail visitation cancellations.

  2. Assess how MCSO’s staffing allocation and protocols affect the availability of jail visitation.

  3. Assess MCSO’s effectiveness in communicating visitation cancellations to the public and adults in custody.

  4. Assess the physical, technological, and systemic barriers to jail visitation and identify improvements to ensure equitable and accessible visitation services.

Audit Scope

Our audit will assess the availability and accessibility of professional and social visitation at the Multnomah County Detention Center and Inverness Jail. We will analyze staffing and visitation data from January 1, 2024 through May 31, 2026.
