Road Rules Updates 2025

2025 updates to the Multnomah County Road Rules, with an opportunity for public comment

We are updating the Multnomah County Road Rules, the set of rules that govern how we administer county roads.

What’s Changing?

Proposed changes include:

  • Housekeeping updates- formatting changes that make the rules more accessible and easier for customers and staff to navigate
  • Technical updates- several references are outdated

We are proposing the following changes:

  • MCRR 2.000: Update references to County Code and Comprehensive Plan
  • MCRR 3.000: Update and add terms to glossary
  • MCRR 4.000: Clarify requirements and standards for driveways
  • MCRR 6.000: Add reference to Americans with Disabilities Act (ADA) in improvement requirements
  • MCRR 13.000: Simplify process for road closures
  • MCRR 16.000: Simplify process for Road Rules Variance application
  • MCRR 17.000: Simplify/clarify variance appeal process
  • MCRR 18.000: Update Permit language to address changes in state law
  • MCRR 26.000: Organize Stormwater and Drainage section for clarity, reference correct standards

Road Rules changes will not affect any permit currently approved or in process. They will only apply to new applications after the updated rules are posted.

The public is invited to comment on our proposed changes. All comments must be submitted through the form below.

The 15-day review period begins on November 3, 2025 and lasts until November 18.

Anyone may request a postponement of this action or a hearing. Requests must be submitted in writing to Jessica Berry at the email address below. All requests must be submitted before the end of the 15-day review period.
