Project Description

Safer Sandy is a planning project to make NE Sandy Blvd safer for everyone to use. Sandy Blvd is an important road because it connects shops, homes, and job centers in Gresham, Fairview and Wood Village. Right now, the road is missing some important features such as sidewalks, bike lanes and accessible bus stops.

The goal of the project is to identify improvements for everyone who walks, rolls, bikes, takes transit, or drives on Sandy so they can share the road safely. This will be an opportunity to consider options such as adding crosswalks, improving street lighting, reducing truck conflict points, new sidewalks and bike lanes as well as other ideas.

This project is done in partnership with the City of Fairview and made possible with support from Metro.

Survey #2 Results

Thank you to everyone who took Survey #2 - it helped guide the design options and your priorities! We heard from nearly 500 people during Survey #2, more than the total responses from the first one. This survey is now closed.

  • Design Preference: Option A (separated bike lanes at the level of the sidewalk and sidewalks on both sides) was slightly preferred over Option B
  • Top Priorities: The main concerns were safety while walking or rolling, efficient travel, and safer biking.
  • Bus Stops: Improvements like shelters, crosswalks, and lighting are needed at bus stops, particularly at NE Sandy & 223rd, NE Sandy and Quail Hollow, NE Sandy, and NE Sandy & 201st.
  • Diverse Participation: Materials were shared in English, Spanish, Russian, and Ukrainian. In-language survey responses (Spanish, Russian, or Ukrainian) accounted for 25% of all results.

In survey #2, we proposed two options based on results of the first survey. These were the two main options:  

Option A: Raised, separated bike lanes and sidewalks on both sides. 

  • Complete sidewalks on both sides.
  • Raised, separated biking and rolling lanes on both sides of the street in both directions.
  • Allows for access on both sides of the street
  • More seamlessly connects to the existing bike lanes on both ends of the corridor. 

Option B: Wider, asphalt walking and biking path on one side, with sidewalk and no bike lane on the other side. 

  • Bike travel in both directions would happen on one side of the road.
  • Connects to existing and planned shared-use paths in Fairview and Gresham.
  • Fits better in narrow parts of the road.
  • Potentially more cost-effective.

Timeline

This project started in early 2025 and will continue through winter 2025-26.

Keep an eye out for the final plan and Survey #3 in late January 2026. Your continued feedback is important as we move toward the final design for a Safer Sandy Boulevard.

We want to make sure the Safer Sandy plan reflects your needs. For this project, we are moving through three key engagement phases:

  • Phase 1, Summer 2025 (completed)
    Get the word out and hear about your experience. Hear safety concerns and visions for the future of Sandy.
  • Phase 2, Fall 2025 (completed)
    Propose and refine improvements.
  • Phase 3, Winter 2026
    Review draft plan for final feedback.
