Sarah Mullen is the Executive Director of LPSCC.
Sarah Mullen joined the LPSCC team in March 2018 to lead the County’s implementation of the MacArthur Foundation Safety and Justice Challenge(link is external), directing a multi-million dollar project to safely reduce jail incarceration and decrease racial and ethnic disparities within our systems. Mullen successfully partnered with the Office of Diversity and Equity and other partners to bring equity and empowerment lenses to pretrial policies and throughout LPSCC’s work.
Mullen also oversaw the Justice Fellowship(link is external) — a pilot program to empower justice-involved individuals to help advance a more equitable justice system — and built and managed relationships with stakeholders key to this initiative, including elected officials, agency leaders and the individuals most directly impacted by LPSCC’s work. She’s also made policy recommendations to respond to emerging criminal legal system issues and help reduce the size of the local jail population, and has represented Multnomah County at national learning communities, conferences and convenings.
Prior to joining the Local Public Safety Coordinating Council’s staff, Mullen spent 10 years as a program manager and consultant, developing gender-responsive reentry programs for justice-involved women in Washington, D.C. Her work included managing programs to increase reentry services, developing successful community partnerships and working as a Crime Victim Advocate at The National Center for Victims of Crime. Sarah received a Bachelor of Arts in political science and gender studies from American University.
