On January 1, 2026, the Oregon Developmental Disabilities Services (ODDS) began licensing all Intellectual and Developmental Disabilities (IDD) adult care homes in Oregon, including those in Multnomah County.
The Adult Care Home Program (ACHP) and Multnomah County Administrative Rules are no longer the licensing authority for IDD homes.
This change only affected licensing and administrative support. The county will continue to provide service coordinators and case management services for residents.
This change does not affect Aging and People with Disabilities (APD) or Behavioral Health (BH) licensed homes.
