IMPORTANT: This information is intended ONLY for individuals currently enrolled in Multnomah County Intellectual and Developmental Disabilities (I/DD) services.
The 2025 federal budget bill (H.R. 1) is bringing changes to how Oregon and the Oregon Department of Human Services handle OHP/Medicaid for consumers.
The most important thing to know right now:
- You do not need to do anything today to keep your coverage.
- You do not need to file for any exemptions right now.
- Changes will not start happening until late 2027.
What Is Changing?
There are two major updates that may affect people receiving Oregon Health Plan (OHP) / Medicaid services:
1. Renewing Your Benefits Every 6 Months
- What is changing: Starting in late 2027, adults ages 19 to 64 will need to renew their Medicaid eligibility every 6 months instead of once a year.
- Who does NOT have to renew every 6 months? You will not have to do 6-month renewals if:
- You get OHP based on a disability.
- You have Medicare.
- You identify as American Indian or Alaska Native.
2. Work, School, or Volunteering Requirements
- What is changing: Beginning January 1, 2027, some adults aged 19 to 64 receiving OHP will be required to complete 80 hours of work approved activities per month to continue receiving benefits. People with disabilities should qualify for an exemption and are exempt from this rule.
Important Things to Keep in Mind
- Dates may change: Timeline dates depend on state guidelines and computer system updates. We will keep you updated if dates change.
- Exemptions are checked automatically: State staff will check your eligibility for exemptions when you apply or renew. You do not have to fill out a separate form to ask for an exemption.
- Make sure your address is up to date: Ensure your mailing address and contact information on file with OHP/ODHS are current so you do not miss critical mailings or renewal notices.
- Read your mail: Always open and read any notices you receive about your OHP/Medicaid benefits.
