FY 2022 State and Federal Budget Rebalance
The County adopted the FY 2022 budget using the best information it had at the time regarding State and Federal funding, including American Rescue Plan (ARP) allocations. Now that the Oregon Legislature has adopted the 2021-2023 biennial budget, and departments have more up-to-date information on other FY 2022 funding levels, it is clear that there will be impacts to the departments and their operations.
The Board held three work sessions to explore the State and Federal impacts. During these briefings, department staff reviewed funding impacts and departmental recommendations regarding changes in revenues and expenditures, including relevant programmatic impacts. A supplemental budget was presented and approved by the board appropriating a total of $59.7 million, made up of $1.6 million in the General Fund (1000), $33.1 million in the Federal/State Program Fund (1505), $18.9 million in the Coronavirus (COVID-19) Response Fund (1515), $2.9 million in the Risk Fund (3500), and $3.1 million in the Facilities Management Fund (3505).
