Multnomah County’s Labor Compliance Program (LCP) will use the guidelines set forth by the State of Oregon - Bureau of Labor and Industries (BOLI) to determine labor and wage compliance have been met on all County projects.
Led by Labor Compliance Officer, Patrick Wybert, the focus of Labor Compliance is on the workforce in the construction trades, specifically ensuring that the appropriate BOLI Prevailing Wage rate is paid to the workforce building our communities. Most construction projects over $50,000 require compliance with BOLI Prevailing wage rate laws. Prevailing wage rate laws ensure local participation and community established pay standards on publicly funded projects. Refer to your contract for the Prevailing wage rate publication date to be used. Additionally, the County is committed to ensuring that our construction projects are workplaces that are free of illegal bias, prejudice, discrimination, harassment, or retaliatory conduct.
The LCP will set up volunteers as Labor Compliance Volunteers under the guidance of the Labor Compliance Officer, whom are authorize to conduct labor compliance site visits, interview workers on County property, review certified payroll, review construction daily sign-in sheets, and ensure all required BOLI documentation are being met.
The contract compliance reporting systems currently in place for the monitoring of certified payroll requirements on construction contracts is listed below. Contractors must be invited into each system after contract execution.
- Certified Payrolls/Prevailing Wage
- Multnomah County, in collaboration with the City of Portland, is upgrading the system used for certified payroll and labor compliance reporting. We're moving from LCPtracker to a new, streamlined platform called eComply on 1/1/2026. Read more about this transition here.
- Until 12/31/2025, the online contract compliance reporting system for the submission of all certified statements regarding payment of prevailing wage rates (Certified Payroll) submitted pursuant to ORS 279C.845 is LCPtracker.
- As of 1/1/2026, the online contract compliance reporting system for the submission of all certified statements regarding payment of prevailing wage rates (Certified Payroll) submitted pursuant to ORS 279C.845 is eComply.
- Prompt Payment for Subcontractors
- To ensure prompt payment compliance, Contractor shall report all payments made to all persons supplying to the Contractor labor or material for the prosecution of the Work provided for in this Contract via the online contract compliance reporting system B2Gnow.
