Important Update: Multnomah County Certified Payroll System has Transitioned to eComply

Multnomah County is upgrading the system used for certified payroll and labor compliance reporting. We're moving from LCPtracker to a new, streamlined platform called eComply (powered by B2Gnow).

 

STATUS: eComply is LIVE!

Multnomah County is committed to ensuring a seamless transition from LCPtracker to eComply for our contracting partners. As of September 9, 2026, Multnomah County's transition to eComply is complete. All contractors must now submit weekly certified payroll reports through eComply via B2Gnow.

  • August 28, 2026: Contractor specialized training sessions officially began.
  • September 9, 2026: OFFICIAL GO-LIVE. All active certified payroll reporting resumes in eComply.

System Transition Window

Did you submit weekly WH-38 forms via email during our transition window (July 9, 2026 – September 9, 2026)?

Now that eComply is officially live, all contractors must log into eComply and electronically enter or import those historical payroll weeks into the new system.

  • Why this is needed: Email submissions were an interim measure during the migration window. All active certified payroll data must reside in the eComply database to satisfy compliance and audit requirements.
  • Deadline: Please complete your historical data entry/import within 30 days of go-live (by October 9, 2026).

How Access Works

If you do not have an eComply account: 

Log into your existing B2Gnow account and click the new "View in eComply" button to the left of any active project. The system will automatically create your profile and map your active contracts based on your current data. 

  1. Log in to your B2Gnow account.
  2. Select "View" then, 
  3. Select "My Prevailing Wage" then, 
  4. Select "Connect to eComply". This will automatically create your eComply profile and sync your active contracts.
    1. Note: Our team is publishing projects individually as we continue to validate the accuracy of the prevailing wage rate books assigned to our active projects.

If you have an existing eComply account with ANY agency:

  1. Log in to your eComply account.
  2. Select "Setup" in the top left then, 
  3. Select "My Organization" then, 
  4. Select "Agencies" then, 
    1. Enter the Agency Code "MULTCO" 
  5. Select "Add Agency Code" 
  6. Select "Save Changes". You will be able to toggle between the multiple agencies in the top right corner with a singe eComply account.

The new eComply Help Center is dedicated to supporting contractors (referred to within the system as "vendors") through their certified payroll workflows. We encourage all users to preview the system utilizing the resources below:

Frequently Asked Questions (FAQs)

  1. What is eComply and why are we making this change?

    eComply is a web-based labor compliance platform designed to simplify the reporting and management of prevailing wage and supplier diversity requirements. This move ensures a consistent, streamlined compliance experience for contractors working with both Multnomah County and the City of Portland.

  2. When exactly do I need to switch from LCPtracker to eComply?

    The transition is now complete. Effective September 9, 2026, all certified payroll reports must be submitted through eComply. LCPtracker access has been revoked.

  3. What will happen to my historical LCPtracker data?

    eComply has successfully migrated historical certified payroll records from LCPtracker into eComply. 

  4. Will I be penalized for a delay in certified payroll submissions during this transition?

    No. The Supplier Diversity Contract Compliance team did not issue violation letters or penalties for delayed electronic submissions resulting directly from this scheduled system transition window.

  5. When can I log in and start working in the system?

    Immediately! See the section above "How Access Works" for a step-by-step guide on getting started.

  6. Who should I contact with system-related questions?

    eComply is ready to support contractors via their helpdesk for all technical questions. For project related questions, please contact the Supplier Diversity Team below.
