Multnomah County Library Capital Bond and Regional Workforce Equity Agreement Compliance
In November 2020, Multnomah County voters approved Measure 26-211, which authorized the county to issue $387 million in general obligation bonds for library capital improvements. With additional funding sources, the $458 million dollar budget aimed to significantly enhance library facilities, technology, and services across the County. With additional funding, projects delivered under the Library’s capital building projects bond will consist of:
- Expanding, rebuilding or renovating:

- Creating a central materials handling and distribution center to increase efficiency and cost effectiveness.

- Building a new large, destination library of approx. 95,000 sq. ft. in East County, similar in size to Central Library downtown.

The Regional Workforce Equity Agreement (RWEA) serves as the Project Labor Agreement for Chapters 1, 2, and 3 of the Library Capital Bond. The primary objective is to ensure that the economic benefits generated by the bond's projects are shared broadly across the community, particularly among historically underrepresented groups in the trades. This includes setting targets and implementing strategies to increase participation from local residents, apprentices, women, and minorities, thereby addressing systemic inequities in construction employment. The RWEA is the first Project Labor Agreement of its kind in the nation with multi-public agency use.
The contract compliance reporting systems currently in place for the monitoring of construction projects under the Library Bond are B2Gnow and LCPtracker. Contractors must be invited to LCPtracker.
- B2Gnow is the monthly subcontractor utilization and payment reporting system.
- LCPtracker is the system used to report weekly certified payroll for workforce utilization.
