Correctional Facilities Community Inspection Program General Public Application

Apply to inspect county jails with a Commissioner. Help ensure public oversight and transparency of correctional institutions.

Thank you for visiting the 2025 Correctional Facilities Community Inspection Program General Public application. 

Multnomah County Charter requires each member of the Board of County Commissioners to conduct at least one additional annual inspection of County jails and correctional institutions, accompanied by at least one volunteer member of the public. 

Volunteers are selected through an application and interview process. Volunteer applications will be reviewed by the commissioner of the district in which the applicant resides, works or has a demonstrated connection. Selected volunteers will accompany the district commissioner that selects them for the inspection.

Facility Entry Agreement

Applicants are required to sign a Facility Entry Agreement, as required by the Prison Rape Elimination Act of 2003 (PREA). If this form is not filled out and submitted along with the application, the applicant will not move forward.

More Information: PREA was enacted and signed into Federal law in 2003, for the purpose of establishing a zero-tolerance standard for the incidents of sexual abuse and sexual harassment in confinement, including local jails/detention facilities. The Facility Entry Agreement includes a list of MCSO rules and policies that must be followed while in an Multnomah County Sheriff's Office facility. 

Criminal History Records Check Authorization

Applicants will be required to pass a criminal history records check. (Please note: having previous contact with law enforcement is not necessarily disqualifying for this opportunity.)

More information: The Multnomah County Sheriff’s Office (MCSO) conducts criminal history records investigations to determine if any individual requesting access to MCSO infrastructure meets MCSO's access criteria for the form of access requested. The Records Check Authorization form is used to establish identity, verify the existence of any relevant criminal history, and acts as an ongoing authorization granting MCSO the ability to complete an investigatory criminal history records check, at any time, while access is authorized. Providing this information is voluntary. However, if the check is not submitted as outlined, we may not be able to complete the request for access, and may require a new submission for any future access requested. The information collected during this process is confidential and will not be shared with anyone but the applicant, unless solicited lawfully as part of a criminal investigation.

Selected applicants will receive a stipend upon the completion of the following responsibilities (totaling ~10 hours of work): attending a volunteer orientation, attending the additional jail inspection in person, and contributing to a final report of findings and recommendations. Additional preferred qualifications

  • Residing in, working in or demonstrated connection to Multnomah County.
  • Connection to communities disproportionately impacted by incarceration and/or institutionalization. 

The selection process

We will evaluate applicants through the following process:

  1. Initial review of complete applications for qualifications and required/optional attachments.
  2. Criminal History Records Check.
  3. Interviews for consideration of top applicants.
  4. Final selection of applicants.
  5. Selected and approved applicants notified.

Please note that if you do not pass the Criminal History Records Check (explanation above), your application will not move forward for consideration. In addition, the Facility Entry Agreement is required for anyone visiting a County correctional facility. If you do not agree to the terms of the agreement, your application will not move forward for consideration.

You may also include the optional recommendation/reference letters and formatted resume in the same email. The Criminal History Records Check Authorization form and the Facility Entry Agreement form must be received in order for the application to move forward.
