What is the Multnomah County Strategic Plan?
Multnomah County’s strategic plan is a visionary roadmap that aligns our priorities, resources and actions to facilitate long-term success. It connects our organization’s everyday work to larger County goals.
The strategic plan clearly defines Multnomah County’s highest operational priorities, providing a valuable framework for ensuring our essential services remain accessible and effective, even and especially in the face of financial challenges. Through the measurable goals set out in the plan, we can identify solutions and foster collaboration across County departments and with our community partners. The plan will help Multnomah County adapt to a changing environment without compromising our core mission.
The strategic plan is grounded in the County’s Mission, Vision, and Values, which were refreshed in 2024 in part to provide a foundation for the strategic planning project.

Strategic Planning Process
In early FY 2025, Multnomah County contracted with a consultant to conduct interviews with County leaders to identify the highest-level categories of work that the organization performs and must prioritize. This resulted in the identification of the six Focus Areas for the strategic plan.
Six “Goal Cohorts,” consisting of cross-departmental subject matter experts, were then convened to identify a preliminary framework of Outcomes, Indicators and Strategies for each Focus Area. Those were then reviewed by County leadership and revised by the Office of the Chief Operating Officer based on departmental feedback.
This initial draft of the plan was shared with the Board of County Commissioners at an Aug. 26, 2025 briefing.
The draft Focus Areas and Outcomes were then shared with the entire County workforce as a survey to collect their feedback. Respondents who indicated that they were senior managers or above were also given the opportunity to review Indicators. The majority of the 1,177 responses came from frontline, non-supervising employees, ensuring the feedback was representative of those directly providing services to the public. The Strategic Plan Executive Steering Committee modified the plan further based on the workforce survey results, as well as priorities identified during the FY 2026 Budget process and previous Board feedback.
From Sept. 26 to Oct. 8, 2025, the County administered a community feedback survey in which approximately 500 Multnomah County residents — with intentional recruitment from all four Multnomah County districts and representation of diverse backgrounds and identities — were asked about Strategic Plan Focus Areas and Outcomes. The Evaluation and Research Unit analyzed the data.
Feedback from that August briefing and the fall survey was synthesized and integrated into the plan. To finalize the details, 10 cross-department workgroups — composed of department leadership, subject matter experts, and research and evaluation analysts — were convened in mid-October. This key group was essential for revising and aligning the Measure language with current County operations, and formally identifying departments responsible for data collection, tracking, and reporting on the revised Measures.
This process culminated in a final strategic plan structure: Measures are used to track Indicators, which collectively show progress on Outcomes that contribute to the Focus Areas.
The final strategic plan was presented to the Board of County Commissioners Tuesday, Dec. 2.
An interactive dashboard will be released in summer 2026 that links the Multnomah County Strategic Plan to the FY 2027 Budget.
