Vance Vision Plan

The Vance Vision Plan is a concept for the future use of Multnomah County’s 90-acre Vance properties in west Gresham’s Rockwood/Centennial neighborhood.

What is our Vision?

We are reimagining nearly 90 acres of county-owned land in the Rockwood neighborhood. This diverse and vibrant community in Gresham has been subject to historical neglect and underinvestment.

The vision has been driven by the community. It offers a path to improved green spaces, affordable housing and an employment district with family wage jobs.

We at Multnomah County are leading this effort with our many partners to realize this vision for Rockwood.

What’s Happening?

The community has spoken. In 2022 we published the Vance Vision Plan. This document records and reflects the many voices that took part in its development.

In 2024, we sought more public input, and the community reinforced the findings of the original Vision. A report of this effort was published in 2025.

Also in 2025, the East Multnomah County Roadmap declared Vance’s 190th Corridor one of three top priorities. This effort was led by the Port of Portland and supported by economic development leaders in East County. 

Now we’ve hired a landscape architectural firm, and we’re developing a conceptual design for the park. We hosted two open houses in 2025 and the concept design is on track to be finished by the early 2026.
