OCCUPATIONAL BACKGROUND: 17 years experience conducting and managing audit work; Certified Internal Auditor since 1988; management analyst and self-employed consultant for 10 years.
EDUCATIONAL BACKGROUND: Graduate Work in Systems Science Ph.D. Program, Portland State University; B.A., Northern Illinois University.
PRIOR GOVERNMENTAL EXPERIENCE: Portland City Auditor since 1999; Multnomah County Auditor; senior management auditor, City of Portland; management analyst, Multnomah County; and self-employed consultant to various state and city agencies.
PERSONAL: 27-year resident of the Westmoreland neighborhood; married, daughter and stepson.
GARY BLACKMER is committed to accountable government. During his career he has conducted and managed many performance audits that reduced the costs and improved the quality of government services.
GARY BLACKMER is also committed to fair treatment by government. He set up the Ombudsman Office and the Independent Police Review Division to handle complaints from citizens about Portland bureaus. Through these efforts the City will better serve its citizens, case by case.
GARY BLACKMER is committed to open government. The Auditor’s Office is now offering access to many more City documents on the internet. On the Auditor’s Office website citizens can find Council agendas, the City charter, code, and policies, election information, audit reports and even old photographs from the City archives.
