- State and Federal Candidates file with Oregon Secretary of State's office. All candidate campaign contribution and expenditure reports are filed through ORESTAR.
- County and PUD candidates file with County Elections and may file Voters' Pamphlet with county after filing for office.
- City candidates file with City Clerk. After city clerk certifies list of candidates (1st week of September), city candidates may file a Voters' Pamphlet statement with county.
- Soil and Water Conservation District candiates file with Oregon Dept. of Agriculture. After ODA certifies list of candidates (1st week in September) SWCD candidates may file a Voters' Pamphlet statement with county.
