City offices are typically scheduled to be on the November General Election ballot (even-numbered years). The candidate who receives the majority of the votes in a contest is elected.

Voters’ Pamphlet Filing Information (forms, fees, and instructions)
Each county produces its own Voters' Pamphlet. If an office is elected by voters in more than one county, a separate Voters’ Pamphlet filing and fee must be submitted to each county where the statement is to be printed.
The City of Portland has voters registered in Clackamas, Multnomah, and Washington counties
