Seyvan brings experience as a criminologist, data scientist, and public safety researcher. He holds a Ph.D. in Criminology and Criminal Justice from Southern Illinois University and previously served as a Lead Research Data Specialist II and Acting Research Supervisor at the California Department of Justice, where he worked on implementation of AB 1076 (automatic record relief) and AB 2778 (race-blind charging), as well as Assistant Professor of Criminal Justice at California State University, Stanislaus. His work focuses on spatial analysis, police and prosecution practices, community safety, and evidence-based policy, using tools such as GIS and advanced statistical methods. Across roles, Seyvan seeks to alleviate demographic disparities, ensure justice for justice-involved individuals, and support data-informed decision-making in the justice system. 

Outside of work, Portland feels like home to Seyvan—after previously living here in 2021, he’s happy to be back close to family and enjoys connecting with people, the city’s social vibe, events like the Rose Festival, the waterfront, nearby coastal cities, and access to nature and hiking in and around the Gorge and Forest Park.
