Public Safety - As President of the Troutdale Boosters, Rob K. Klever formed the private partnership with American Medical Response to protect our beach at Glenn Otto Park, where there have been NO DROWNING DEATHS for the second straight year.

Neighborhood Associations must be established. They will permit direct citizen participation on critical issues that directly affect our community. Formal associations give us all a voice in how our city grows and are a vital part of responsible growth management, community policing efforts, neighborhood watch programs, emergency preparedness, and connections with our schools.

Protect our natural environment by ensuring water quality and erosion control measures are not ignored. We must guarantee the right of property owners to use their land balanced with efforts to save our rivers and creeks from extinction of wild Salmon and Steelhead.

PRIOR GOVERNMENTAL EXPERIENCE: Troutdale Planning Commission; Troutdale Parks Advisory Board; Troutdale Downtown Task Force; Metro Policy Advisory Committee; East Multnomah County Transportation Committee

Troutdale needs independent city councilors who are willing to ask hard questions. Although the city enjoys a revitalized downtown, and Troutdale's parks remain beautiful, our city finances are strained because of recent changes in Oregon tax law. Troutdale simply cannot spend money on new programs. Elected officials must avoid campaign promises that cost money, unless an equal cut somewhere else is specified.

Troutdale has programs that are a great value for taxpayers. I support Troutdale's popular Recreation Programs, offered by our Community Services Department. They are excellent, and recover most costs through modest fee charges.

I also support Keeping Troutdale Green. We should continue expanding our greenspaces by taking full advantage of regional bond money to acquire riparian property along Beaver Creek and elsewhere. Troutdale has already acquired greenspace land this way, and is eligible for more. Such open space will be our most important legacy to future generations.

I will continue to fight against Metro-mandated population densities. We must respond to Metro requirements in a way that does the least harm to Troutdale. Density overloads our schools, increases traffic on our roads, and degrades our quality of life. I will fight for Troutdale against any regional policies which harm our city, just as I fought the Mount Hood parkway cutting though the city.

I will not accept campaign contributions from any person or organization with business before the city council, the planning commission, or any other city agency. Such contributions create a serious conflict of interest.
