New FSA Administrator: BenefitHelp Solutions

Beginning 1/1/2026, BenefitHelp Solutions (BHS) will administer Multnomah County's flexible spending accounts (MERP, DCAP, TRP), replacing PacificSource Administrators.

What you need to know

Before the end of 2025, you will receive a welcome letter from BenefitHelp Solutions (BHS) with instructions for logging into their member portal.  Like with PacificSource, you will be able to access your FSA account online or through the BenefitHelp Solutions Mobile App.

December 10th - January 5thTransition period. PacificSource debit cards for MERP can't be used, and no 2025 FSA claims/receipts can be submitted, to PacificSource or to BenefitHelp Solutions during this time
mid to late DecemberBenefitHelp Solutions will mail 2 debit cards (for MERP enrollees) to your home address in Workday. Do not use these cards for December 2025 purchases.
January 1stYou can begin submitting 2026 claims to BenefitHelp Solutions and you can begin using your BenefitHelp Solutions MERP debit card/s. 
January 6th - March 31stYou can submit your remaining 2025 claims to BenefitHelp Solutions during this period

Frequent Questions

What happens if I can't spend all of my 2025 funds by Dec 9th? 

Through December 31st, purchase eligible items/services on your own (not using the FSA card) and save your receipts. Beginning on Jan 6th you can submit your remaining 2025 receipts through your new BenefitHelp Solutions account for reimbursement. What happens to my rollover funds?

If you have MERP or TRP-Parking funds remaining in your PacificSource account at the end of the plan year, they will rollover into your BenefitHelp Solutions account. 

The maximum MERP rollover for 2025 - 2026 is $660.  TRP funds rollover with no maximum.

Will I receive a new debit card?

If you are enrolled in MERP or TRP you will new receive two (duplicate) debit cards from BHS near the end of December. You can use your BHS debit card beginning Jan 1st. To avoid delays in getting your card, please update your home address in Workday if it's no longer current: Changing Personal Information in Workday.

If my current MERP card from PacificSource is frozen, will my new card from BHS also be frozen? 

No, you will receive two active cards from BHS. However, it is important to follow the guidelines around eligible expenses and documentation needed to ensure that your new card stays active. Note: If you have a frozen card, you can still access your funds and submit for reimbursement by uploading receipts in your FSA portal account. 

Will my banking information carry over from PacificSource to BHS?

No. If you receive reimbursements by direct deposit, you will have to enter your banking information again with BenefitHelp Solutions.

Will the same medical expenses still be eligible for reimbursement? 

The IRS determines the items and services that are eligible for reimbursement through FSA plans. Below are documents to the BHS eligible expenses list and the Letter of Medical Necessity (LOMN), which is needed for some expenses to be reimbursable (these items are noted as such on the expenses list). LOMN's should be dated before, or on, the day you make a purchase or receive services.
