Open enrollment is your annual opportunity to add or remove dependents and/or change your insurance plans for the upcoming year.

Changes made during this period are effective on January 1, 2027.

2027 Plan Changes

Premium Cost Changes:

• Moda Medical Plans: +6.8%
• Kaiser Medical Plans: +7.0%
• Kaiser Senior Advantage: +0.0%
• Delta Dental 50: +0.0%
• Kaiser Dental 15: +5.6%
• Willamette Dental: +7.4%

Moda Medical Plans:

• NEW: Moda members are eligible to enroll in Garner Health to complement their medical plans and be eligible for reimbursements. Enroll today to be ready for the 01/01/27 launch!   

• Follow-up diagnostic testing needed after abnormal cervical cancer screening results to fully evaluate for potential cancer will be covered at no cost share.
• Redefines "covered doula" as one certified by, and registered with, OHA. Doulas that are not certified and registered with the OHA will not be covered in the 2027 plan year.
• Some compounded medications may need to be filled at a Moda-designated compounding pharmacy to be covered. 

Kaiser Senior Advantage (KSA):

• Prescriptions - Kaiser Permanente will cover up to a 100-day supply of eligible medications for members at retail and through mail order.
• Kaiser Permanente will cover Non-emergent transportation when medically necessary, as determined by a clinical provider.
• Medicare will have a $2,400 prescription (Part D) maximum out-of-pocket. Multnomah County's KSA plan has very low co-pays for prescription drugs, so it is highly unlikely that any retirees will be impacted by this change.

Moda Delta Dental Plan:

• Coverage for additional cleaning while pregnant no longer needs to occur during the 3^rd trimester. The additional cleaning can be performed any time during the pregnancy.
