• Herb was one of the Chief Petitioners that formed the Rockwood Water Peoples Utility District in 1989-90 and served on the first Board, Rockwood Water PUD. He believes that he will serve the district well, if again elected to the Board.
• The majority of the Present board raised water rates three times in one year. This is too much! Herb says we can, and must, lower water rates. We must develop alternate water sources, i.e. new water wells. Rates could drop 5% right now.
• Some areas are experiencing low water pressure. We must take steps to correct this. We can reduce leakage from water mains, and install in-line pressure pumps.

Being a life long member of the Community and an active member of Rockwood Water P.U.D. Budget Committee for 8 years I can see that Rockwood is not the same community it was 10 years ago. The water business is not the same either. I believe the successful future of Rockwood is dependent on new ideas, new water resources, new delivery techniques; not old ideas, old processes or old technology.
As your Director I will be committed to:
• Providing safe, cost effective water resources for the future. NO WILLAMETTE RIVER WATER IN ROCKWOOD PIPES.
• Supporting positive changes that have occurred in District management over the last 4 years.
• Continue to work on budgeting for necessities only - DON'T BUY IT IF YOU DON'T NEED IT.
• Support continuing upgrades and improvements of the water delivery system.
Most of all I will strive to be a positive contributing member of Rockwood Water P.U.D. Board of Directors and focus on the future needs of Rockwood's citizens.
Electing Tom Lewis is a vote for Rockwood Water's positive future.
