  2. Home Repair applications are being accepted by Habitat for Humanity - Applications will be reviewed in the order they are received. Applications may close if the Home Repair Program reaches capacity, so interested applicants are encouraged to apply early (beginning July 1, 2025). Click here to Apply Now.

    • Habitat for Humanity partners with homeowners to complete critical home repairs that improve health, safety, and accessibility. If you own your home and live on a low income in Multnomah or Washington counties, you may qualify for our services. Our goal is to help people live safely and comfortably in their homes for years to come.

  4. New Protections for Immigrant Residents in Oregon - SB 599. Senate Bill 599 took effect on 6/27/25. The Fair Housing for All legislation, now under ORS 90.303, prohibits landlords from rejecting rental applicants based on their immigration or citizenship status. Supporters say this bill safeguards vulnerable renters who may face discrimination or threats of deportation for reporting problems with their living situation.

    1. Under SB 599, a landlord may not inquire about, or disclose with intent to harm, a tenant or applicant’s immigration or citizenship status.

    2. Additionally, a landlord must accept any of the following, or a combination thereof, to verify the name, date of birth, and physical appearance of the Applicant:

      1. Evidence of Social Security Number (SSN Card);

      2. Valid Permanent Resident Alien Registration Receipt Card;

      3. Immigrant Visa;

      4. Individual Tax Payer Identification Number (ITIN);

      5. Non-immigrant visa;

      6. Any government-issued identification regardless of expiration date; or

      7. Any non-governmental identification or combination of identifications that would permit a reasonable verification of identity.

    3. The Fair Housing Council of Oregon provides a list of other alternative documents an applicant can use to establish their identity.

  2. Reasonable Accommodation Interactive Tool: The Fair Housing Council has developed a tool to help tenants and their advocates write Reasonable Accommodation letters. Reasonable Accommodation letters are a tool for people with disabilities to request exceptions to rules/requirements imposed by property managers.  This tool developed by the Fair Housing Council of Oregon is a step by step guide to writing your own Reasonable Accommodation request letter.   1. THE SECTION 8 WAITLIST IN MULT. CO. IS OPENING IN APRIL! Subsidized Housing Waitlist Opening: The waitlists are opening for Home Forward’s Housing Choice Voucher (AKA Section 8) and 13 Home Forward Buildings 

    1. Home Forward is taking applications for two rent assistance waitlists from Tuesday, April 15 at 9:00 a.m. to Monday, April 21 at 11:59 p.m. PT.
    2. You can apply online at homeforward.org/waitlists beginning Tuesday, April 15th at 9 a.m through Monday, April 21 at 11:59pm.
    3. The application will be available in English, Spanish, Somali, Russian, and Vietnamese. The website above will also have resources for helping you apply.
    4. Set up your account before April 15. If you already have Rent Café account, you may need to reset your password.
    5. Not everyone who applies will get on the waitlist. A lottery will randomly select people to be on the lists.
    6. You can apply for one or more waitlists with the same application. You do not need to fill out two separate applications.
    7. Being on a waitlist doesn’t mean you will get help right away. You must still qualify when your name is chosen.
    8. Wait times are different for each program. HCV waitlist spots open over time. Property-based waitlists open when homes are available.
    9. Home Forward will tell you if you are chosen. You will get a message by email or mail no later than September 2025.

  2. Affordable Housing: Tistilal Village, a 57-unit affordable housing project in Portsmouth, is now open! The Native American Youth and Family Center (NAYA) replaced and expanded an existing complex to create this new housing opportunity for low-income families, with 16 units of Permanent Supportive Housing for those exiting homelessness. Supportive services are provided on-site by NAYA and NARA (Native American Rehabilitation Association). Tistilal Village includes a plaza, play area, seating and community gardens, plus indoor community spaces and supportive services offices with trauma-informed design. It is located near parks, groceries, and services.

  3. Subsidized Housing Waitlist Opening for 55+: 

    1. 12th Ave Terrace, located at 1515 SW 12th Ave, is opened their waitlist for their subsidized studio units on 2/14/24. This property is also only for people age 55+.

  4. Home Forward’s response to federal actions and immigration inquiries 

    1. We’re writing to update you on the new Resident Resources page on our website, which includes the efforts we're taking to get accurate and practical information into the hands of staff, residents, participants, and our community.

    2. Partners & Community Members FAQ: we've broadened the focus of the Partners & Community Members FAQ to explain the impacts of federal executive orders, the paused federal funding freeze, immigration, DEI, and payments from Home Forward. Those documents are available on Home Forward's website.

    3.  Resident and Participant Guidance: we've created resident- and participant-oriented guidance on how Home Forward is responding to federal actions, and on how Home Forward will respond to requests from immigration officials. To increase access, we've also translated these into a handful of languages, available under the "general resources" toward the bottom of the Resident Resources page, including Arabic, Oromo, Russian, Somali, Spanish, Tigrinya, and Vietnamese.   While this guidance is oriented towards folks who are participants in our programs our residents of our housing, we think it may be useful to you.

  5. Sober Shared Housing  - Pine Street Recovery rents rooms in shared homes $800 singles, $1000 couples/families. Rooms available in Gresham.

    1. We have some open rooms at our gresham location. We are running a special for singles with move in $800 and no membership fee. Couples and families are $1000 with no membership fee! We provide a lot of amenities such as Hulu, Disney+, espn+, toilet paper, laundry soap, paper towels, trash bag, dryer sheets, and Clorox wipes. They are individual rooms with a key to lock your own door. We also provide the bed frame and mattress but you're welcome to bring your own if you have one!

  6. Affordable Housing - Cascadia Health is opening their waitlist for multiple properties 

    1. The waitlist will open for multiple Cascadia health affordable housing properties on 4/3/25 at 10am. These apartments are for disabled individuals and families needing independent housing. These households must qualify for HUD Subsidy-Low to Extremely Low income.

  1. OHP funded Housing Assistance Benefits: OHP Housing Benefits through the Health Related Social Needs program (1115 Waiver) OHP offers members health related social needs (HRSN) benefits. Health related social needs are basic needs that affect a person’s health. HRSN benefits help members who qualify with housing related needs.
    1. What Are HRSN Housing Benefits?
      1. Help paying rent for up to six months. This includes late payments.
      2. Help paying for utilities like gas, electric and water. This includes set-up and late payments.
      3. Up to six months of storage fees.
      4. Tenancy support – help understanding your lease, speaking with your landlord and referrals to other services.
      5. Home changes for health and safety, including pest control, heavy duty cleaning, and installation of ramps, grab bars, and drawer pulls.

    1. What is CEP? The Community Engagement Program (CDP) is a multi-disciplinary team dedicated to supporting the most vulnerable population experiencing challenges related to substance use, mental health and houselessness, using outreach, harm reduction and evidence-based practice to support the whole person in attaining individualized recovery.

  6. Loneliness Webinar Recording: Loneliness Among Homelessness and Formerly Homeless Individuals
    1. Webinar Description and Speakers - In 2023, the Surgeon General of the United States released an Advisory calling loneliness, social isolation, and lack of connection a public health crisis. Individuals experiencing homelessness may be particularly susceptible to social isolation given their circumstances, and this can persist even after obtaining housing. This webinar featured speakers who are experts on the topic of loneliness and provide insight into its intersection with the experience of homelessness.

  3. N/NE Preference Policy Rental Housing Waitlist Info: Important Information for Participants and interested parties. (This is Affordable Housing with preference for those displaced from the N/NE Portland area)
    • How the Waitlist Works - We want to make sure everyone understands how the waitlist is organized. When you apply, your place on the list is determined by points, which are based on your connection to North/Northeast Portland. You can earn up to 6 points—up to 3 points for your current or former address and up to 3 more for your parent’s, guardian’s, or ancestor’s address. Those with more points are referred sooner, while those with fewer or no points will be referred later, after higher-point households have been offered units. Even if you don’t have ties to North/Northeast Portland, you’re still welcome to apply.
    • Keep Your Contact Information Up to Date - It’s very important that we have your correct contact information. If your email, phone number, or address changes, let us know as soon as possible. If we cannot reach you, we may have to remove you from the waitlist—and we do not want that to happen! Keeping your info up to date ensures that you won’t miss out on any important notices or opportunities.

Medicaid Housing Benefits for OHP members started 11/1/24: The Medicaid 1115 Waiver housing benefits began on Friday 11/1/24 through the Oregon Health Plan’s Health Related Social Needs (HRSN) program. Attached are talking points from Health Share that may help you talk about the new OHP benefits with consumers. Mental Health Services with Greater New Hope, targeted for the Homeless and BIPOC Population - We are excited to announce that we’ve expanded our services to the broader community and are currently accepting referrals from case managers and clients for outpatient mental health/behavioral health services. Our dedicated team is focused on serving individuals from the houseless population, with a special emphasis on houseless BIPOC, LGBTQ+, and Veterans. While we welcome all individuals, we recognize that those without stable housing are in critical need of mental health/behavioral health support. We’re also pleased to share that we do not have a waitlist, and our providers are ready to begin working with clients immediately. Our services include individual therapy, couples and family therapy, and substance use therapy for co-occurring diagnoses. We offer flexible options for service delivery: telehealth, phone, or in-person sessions at our Gresham, OR location.

    How to Refer Clients:

    For Case Managers: Simply visit our website and click on the "Getting Started" button. You’ll be prompted to provide brief information about the services your client may need, along with their contact details. One of our intake coordinators or I will be in touch within 24-48 hours.

    For Clients: Clients can self-refer by clicking the same "Getting Started" button and completing a short form. We will then follow up via phone, text, or email to discuss their therapy needs, their preferred mode of service (in-person or online), and collect necessary documentation, such as their OHP insurance card and ID. From there, we’ll handle the rest, including verifying insurance and scheduling their first session.

Subsidized Housing Waitlist Opening: The waitlist for Nawikka Court Apartments (5110 SE 76th Avenue, Portland OR 97206) will open on Thursday, Oct. 24 at 10:00 a.m. It will close after the first 100 applications are received. These apartments are HUD Section 8 with a preference for independent, disabled individuals. Individuals must be in the low to extremely low (zero) income. You can pre-register your application account now. Nawikka Court units are one-bedroom apartments, for disabled individuals and families needing independent housing. These apartments are for households that qualify for HUD Subsidy-Low to Extremely Low (Zero) income.

    Application Details: For Cascadia’s housing waitlists, we use an online application process through RentCafe. This allows us to open our waitlists more frequently and maintain shorter waitlists. This also ensures the application process is fair and equitable, that the applications we receive are accurate and complete, and that the process is in compliance with all government entities. You can also fill out a paper application at our office. Visit the Cascadia Administration Building, Lloyd Corporate Plaza, 847 NE 19th Ave, Portland, OR 97232. We recommend reading these instructions to familiarize yourself with the system before the waitlist opens. This system requires that you create an account (email address and password) and that you accept the terms and conditions for RentCafe during the process.

Their wait list for the tax credit units opens next Tuesday. Please note, this property is only for people actively enrolled in a drug or alcohol recovery program. Central City Concern Housing will open its Fair Market SRO and Studio waitlist (No subsidy) for Meridian Gardens (11280 SE Division St. Portland OR 97266) on Tuesday October 8th at 8:00 AM PST. ADFC requirements apply at Meridian Gardens the units will be available to those earning between 30-50% of the Area Median Income. Please refer to Building Criteria for qualification requirements. SRO units do include a toilet and sink rent is starting at $464.00 units available at 30% AMI, 172 sq. ft. Studio units rent is starting at $932.00 available at 50% AMI, 343 sq. ft.
