AFFORDABLE HOUSING: Portland Housing Bureau’s N/NE Preference Policy Rental Housing Update
- The Portland Housing Bureau is currently accepting Preference Policy rental applications for affordable rental housing opportunities in North and Northeast Portland. Properties currently accepting applications are listed at the bottom of this post. The Preference Policy gives preference to residents that have been harmed by Portland city action through urban renewal practices within the Interstate Corridor Urban Renewal Area (ICURA). The waitlist is open to everyone, however, current and former residents of North and Northeast Portland will be considered before those that have not resided in the area.
- Coming Soon to Overlook Neighborhood: M. Carter Commons
- M. Carter Commons is an upcoming affordable apartment building for adults 44 and older planned for North Interstate Avenue near Overlook Park. The Urban League of Portland and Northwest Housing Alternatives are working together to develop this new community.
- The building is planned to include 62 affordable, accessible homes, plus one on-site managers unit. Future residents will be able to enjoy a community room, laundry facilities, on-site staff, and an outdoor courtyard.
- Named after Margaret Louise Carter, Oregon’s first Black woman legislator, M. Carter Commons will be located next to a light rail stop, close to medical services, and near the historic Albina District—an ideal location for senior housing that supports Preference Policy candidates, including communities of color.
Funding sources include Metro, the Interstate Corridor Urban Renewal Area, and Home Forward. Support from the Portland Clean Energy Community Benefits Fund (PCEF) will help the building include energy-efficient systems and appliances to improve comfort and help keep utility costs low once it opens.
- Now Referring Families to Strong Empowerment Village - We are excited to share that families/households will now be referred to the Luther Strong, Jr. & Dr. Jackie Strong Empowerment Village (the Strong Building). This new apartment community is located at 4985 N Williams Avenue (corner of N Alberta St. and N. Williams Ave). The building honors the Strong family, longtime neighborhood residents, and supports the N/NE Preference Policy by prioritizing households displaced or impacted by urban renewal. Below are the estimated rents for each unit type:

- Partnering for Homeownership — How PHB and Local Agencies Support Preference Policy Homebuyers
The Portland Housing Bureau (PHB) continues to expand homeownership opportunities for residents with historic ties to North and Northeast Portland through the N/NE Preference Policy. This initiative connects eligible homebuyers with trusted local agencies that provide counseling, education, and access to down payment assistance. These partnerships are helping families rebuild roots, achieve stability, and reclaim a sense of belonging in neighborhoods shaped by decades of displacement.
A key partner in this work is the Portland Housing Center (PHC), which helps first-time buyers become mortgage-ready through financial coaching, classes, and one-on-one support. PHC guides Preference Policy clients through every step. From improving credit to securing down payment assistance to helping families purchase homes in the neighborhoods they once called home.

UTILITY BILL DISCOUNT PROGRAM TRAINING LINK

TENANT LANDLORD LAW UPDATES
The Oregon State Legislature has recently passed changes to Oregon Statute governing landlord-tenant laws, which may affect Portland landlords and tenants. The Portland Housing Bureau is providing the below notice to inform Portland tenants and landlords of these changes at the State level.
HB3251 has modified ORS 90.300: Effective 01/01/2026, if a tenant does not make necessary steps to enter into a rental agreement, due to habitability defects under ORS 90.320, the landlord must return the security deposit.HB2134 has modified ORS. 90.427: Effective 01/01/2026, if a tenant issues a 30-day notice to vacate after their landlord has made an action under ORS 90.427 (typically a "no-cause" lease termination requiring a 90-day notice to vacate), the landlord may not collect a termination fee (commonly referred to as a "lease break fee") or collect rent after the tenant's termination date.
The following changes do not apply within Portland City limits, as Portland City Code 30.01.085 and 30.01.086 already apply:
SB586 has modified ORS 90.427: Effective 09/26/2025, a landlord may give a 60-day notice, instead of a 90-day notice, upon sale of a residential rental dwelling unit as long as the tenant is provided an amount equal to one month's periodic rent.
SB599 has modified ORS 90.303: Effective 06/06/2025, a landlord may not inquire, reject (provided the applicant can give other means to verify their identity), or discriminate against an applicant or member of the applicant's household on the basis of actual or perceived immigration or citizenship status.

SUBSIDIZED HOUSING: Project Based Voucher & Public Housing waitlists opening in Washington County 11/4/25 - 11/10/25. This is the first-ever “zone waitlist,” dividing the county into four regional areas: Forest Grove/Cornelius, Hillsboro, Beaverton/North of 26, and Tigard. You may apply to more than one list. Very low-income and extremely low-income households may qualify. Learn more or apply online: washingtoncountyor.gov/housing/housing-waitlists
SUBSIDIZED HOUSING: Home Forward Project Based Voucher Property List (Multnomah County). Home Forward maintains a list of their subsidized housing properties that are funded through Housing Choice Voucher Project-Based funds. These are subsidized housing units in which the subsidy is attached to the unit and does not transfer with the tenant if the tenant leaves the property. Tenant rent amounts would be approximately 30% of their gross monthly income. Home Forward published an updated list on 7/3/25 of their Project-Based Voucher properties. Click here to access the list. The list indicates which properties have open or closed waitlists and if there are waitlist preferences or referral requirements.

Rent Well - Free Tenant Education Classes Available through Cultivate Initiative starting 11/3/25. Rent Well is a 15-hour tenant education program where tenants learn to: • Identify potential screening barriers, • Understand the screening process, • Review your own background report, • Improve your credit, • Review and understand rental agreements, • Move-in and move-out in a way that maintains, • your rental record, • Understand the eviction process and how to avoid it.

Reunification Now - The City of Portland offers the Reunification Now program which can help an unhoused person to return to family or a previous home in a different city/state and is needing help getting there. The program can help with the cost of a bus ticket or possibly a plane ticket.
To access the program call 311 and ask for a referral to the Reunification Now program
OR access the following City Street Outreach Worker link and fill out the online referral form. https://www.portland.gov/sscc/homelessoutreach
On the link above you will see a question titled “Do you want to go back to family or a previous home, but need help getting there?” Select yes to this question.
The referral form can be completed by the individual themselves, or by another individual supporting them. A contact phone number and email address will be needed. Response times are estimated to be approximately 2 weeks.
9.5% State Wide Rent Increase limit for 2026
The State of Oregon has published an updated limit on rent increases of 9.5% for most rental units in the State, effective in 2026, in accordance with Oregon Senate Bill 611. Additionally, The lower maximum rental increase established by HB3054 (6%) is only applicable to manufactured home parks and floating home marinas containing more than 30 spaces.
For tenants of rental units within City of Portland limits, any rent increase of 10% or more triggers Mandatory Rental Relocation Assistance. Landlords must provide a written notice for any rent increase that triggers Mandatory Relocation Assistance at least 90 days before the effective notice, and must include the amount of Relocation Assistance tenants are eligible to receive.
This mandatory payment is owed by the landlord to the tenant to assist with moving costs. To qualify, tenants must provide landlords with written notice that they are requesting Relocation Assistance within 45 days of receiving the notice of rent increase. Manufactured Home Replacement Program reopens to new applications through October 1st. The OHCS Manufactured Housing team has reopened the manufactured home replacement program (MHRP) and will be accepting new applications through Oct. 1. The program allows owners of manufactured homes in OHCS-approved parks whose income is at or below 100% of the area median income to replace their old, energy inefficient, and unsafe houses.

- Forgivable loans to purchase a new EnergyStar or Northwest Energy-Efficient Manufactured Housing Program™ (NEEM) 0 manufactured home
- Up to $15,000 grant to dispose of current manufactured home

New Protections for Immigrant Residents in Oregon - SB 599. Senate Bill 599 took effect on 6/27/25. The Fair Housing for All legislation, now under ORS 90.303, prohibits landlords from rejecting rental applicants based on their immigration or citizenship status. Supporters say this bill safeguards vulnerable renters who may face discrimination or threats of deportation for reporting problems with their living situation.
Under SB 599, a landlord may not inquire about, or disclose with intent to harm, a tenant or applicant’s immigration or citizenship status.
Additionally, a landlord must accept any of the following, or a combination thereof, to verify the name, date of birth, and physical appearance of the Applicant:
Evidence of Social Security Number (SSN Card);
Valid Permanent Resident Alien Registration Receipt Card;
Immigrant Visa;
Individual Tax Payer Identification Number (ITIN);
Non-immigrant visa;
Any government-issued identification regardless of expiration date; or
Any non-governmental identification or combination of identifications that would permit a reasonable verification of identity.
The Fair Housing Council of Oregon provides a list of other alternative documents an applicant can use to establish their identity.

THE SECTION 8 WAITLIST IN MULT. CO. IS OPENING IN APRIL! Subsidized Housing Waitlist Opening: The waitlists are opening for Home Forward’s Housing Choice Voucher (AKA Section 8) and 13 Home Forward Buildings
- Home Forward is taking applications for two rent assistance waitlists from Tuesday, April 15 at 9:00 a.m. to Monday, April 21 at 11:59 p.m. PT.
- You can apply online at homeforward.org/waitlists beginning Tuesday, April 15th at 9 a.m through Monday, April 21 at 11:59pm.
- The application will be available in English, Spanish, Somali, Russian, and Vietnamese. The website above will also have resources for helping you apply.
- Set up your account before April 15. If you already have Rent Café account, you may need to reset your password.
- Not everyone who applies will get on the waitlist. A lottery will randomly select people to be on the lists.
- You can apply for one or more waitlists with the same application. You do not need to fill out two separate applications.
- Being on a waitlist doesn’t mean you will get help right away. You must still qualify when your name is chosen.
- Wait times are different for each program. HCV waitlist spots open over time. Property-based waitlists open when homes are available.
- Home Forward will tell you if you are chosen. You will get a message by email or mail no later than September 2025.

Affordable Housing: Tistilal Village, a 57-unit affordable housing project in Portsmouth, is now open! The Native American Youth and Family Center (NAYA) replaced and expanded an existing complex to create this new housing opportunity for low-income families, with 16 units of Permanent Supportive Housing for those exiting homelessness. Supportive services are provided on-site by NAYA and NARA (Native American Rehabilitation Association). Tistilal Village includes a plaza, play area, seating and community gardens, plus indoor community spaces and supportive services offices with trauma-informed design. It is located near parks, groceries, and services.

We’re writing to update you on the new Resident Resources page on our website, which includes the efforts we're taking to get accurate and practical information into the hands of staff, residents, participants, and our community.
Partners & Community Members FAQ: we've broadened the focus of the Partners & Community Members FAQ to explain the impacts of federal executive orders, the paused federal funding freeze, immigration, DEI, and payments from Home Forward. Those documents are available on Home Forward's website.
Resident and Participant Guidance: we've created resident- and participant-oriented guidance on how Home Forward is responding to federal actions, and on how Home Forward will respond to requests from immigration officials. Sober Shared Housing - Pine Street Recovery rents rooms in shared homes $800 singles, $1000 couples/families. Rooms available in Gresham.
- We have some open rooms at our gresham location. We are running a special for singles with move in $800 and no membership fee. Couples and families are $1000 with no membership fee! We provide a lot of amenities such as Hulu, Disney+, espn+, toilet paper, laundry soap, paper towels, trash bag, dryer sheets, and Clorox wipes. They are individual rooms with a key to lock your own door. We also provide the bed frame and mattress but you're welcome to bring your own if you have one!

Affordable Housing - Cascadia Health is opening their waitlist for multiple properties
The waitlist will open for multiple Cascadia health affordable housing properties on 4/3/25 at 10am. These apartments are for disabled individuals and families needing independent housing. These households must qualify for HUD Subsidy-Low to Extremely Low income.

You can complete the preregistration application and set up an account in their system to streamline the process once the applications open on 4/3/25. Subsidized Housing, Home Forward Project Based Property list - Home Forward published an updated version of their Project Based subsidized housing list. The list reflects which properties have open waitlists for subsidized units, waitlist preferences and bedroom sizes of units within the property.
What are Project Based Vouchers? These are subsidized units owned by Home Forward where the subsidy is tied to the property. Tenants generally pay 30% of their income for rent.

- OHP funded Housing Assistance Benefits: OHP Housing Benefits through the Health Related Social Needs program (1115 Waiver) OHP offers members health related social needs (HRSN) benefits. Health related social needs are basic needs that affect a person’s health. HRSN benefits help members who qualify with housing related needs.
- What Are HRSN Housing Benefits?
- Help paying rent for up to six months. This includes late payments.
- Help paying for utilities like gas, electric and water. This includes set-up and late payments.
- Up to six months of storage fees.
- Tenancy support – help understanding your lease, speaking with your landlord and referrals to other services.
- Home changes for health and safety, including pest control, heavy duty cleaning, and installation of ramps, grab bars, and drawer pulls.

What is CEP? The Community Engagement Program (CDP) is a multi-disciplinary team dedicated to supporting the most vulnerable population experiencing challenges related to substance use, mental health and houselessness, using outreach, harm reduction and evidence-based practice to support the whole person in attaining individualized recovery.

- Loneliness Webinar Recording: Loneliness Among Homelessness and Formerly Homeless Individuals
Webinar Description and Speakers - In 2023, the Surgeon General of the United States released an Advisory calling loneliness, social isolation, and lack of connection a public health crisis. Individuals experiencing homelessness may be particularly susceptible to social isolation given their circumstances, and this can persist even after obtaining housing. This webinar featured speakers who are experts on the topic of loneliness and provide insight into its intersection with the experience of homelessness.
