What you need to know
You can access your FSA account online (BenefitHelp Solutions member portal) or through the BenefitHelp Solutions Mobile App. 2026 elections as well as 2025 balances have been loaded into accounts. At this time you can submit claims for services and purchases made in 2025 and in 2026. Thank you for your patience during the transition from PacificSource Administrators to BenefitHelp Solutions.
For MERP and TRP Parking and Transit, 2025 funds are now included in your 2026 totals and can be used for 2026 expenses, but are also still available for 2025 expenses submitted through March 31, 2026. To view your 2025 amounts, hover over "Accounts" then click on "Account Activity" and you'll see an entry labled "Rollover Contribution."

Frequent Questions
Why did the County make this change?
In the Fall of 2025, the Benefits office was notified by PacificSource that they would no longer be continuing their FSA service to any of their external partners, effective at the end of 2025.
How do I create an account?
To get started, visit the BHS Member Page, click Login, and select Create an Account within the "Reimbursement Accounts" box. You can also visit this direct url: https://bhsconsumer.lh1ondemand.com/.
(Note: One of the mailed letters from BHS used a serif font, resulting in confusion and possible misdirection if visiting the printed url). Please follow the login path or url given above for successful account creation.
Will my banking information carry over from PacificSource to BHS?
No. If you receive reimbursements by direct deposit, you will have to enter your banking information again with BenefitHelp Solutions.
What happens if I didn't spend all of my 2025 funds by Dec 9th?
Eligible items/services purchased through December 31st using your own (not using the FSA card) can be reimbursed by submitting your claim and receipts in your BHS account portal. Receipts for 2025 eligible purchases/services can be submitted through March 31st, 2026.
What happened to my rollover funds?
If you have MERP or TRP-Parking, remaining funds in your PacificSource account at the end of the plan year, they will rollover into your BenefitHelp Solutions account in mid- January.
Note: The maximum MERP rollover for 2025 - 2026 is $660. TRP funds rollover with no maximum. DCAP has no rollover.
Will I receive a new debit card?
BHS has mailed most MERP and TRP debit cards and you can use your BHS debit card for 2026 eligible expenses. 2025 expenses must be uploaded into your BHS portal account, or mailed, for reimbursement.
However, if you enrolled in your 2026 FSA after open enrollment closed on 11/12/25, due to being on leave or other circumstances, your debit card/s may not arrive until mid-January. You can still make eligible purchases starting Jan 1st and upload your receipts for reimbursement in your BHS portal account.
The BenefitHelp Solutions debit card is a white VISA card with the BenefitHelp Solutions logo and text in silver.
If you did not receive your card, please update your home address in Workday if it's no longer current: Changing Personal Information in Workday (don't forget your apartment or unit #). To have a new card sent, contact BHS customer service.
If my current MERP card from PacificSource was frozen, will my new card from BHS also be frozen?
No, you will receive an active card from BHS. However, it is important to follow the guidelines around eligible expenses and documentation needed to ensure that your new card stays active. Documentation requirements to substantiate that purchases are eligible are set by the IRS so will not change.
I'm enrolled in TRP-Parking - why did I receive a debit card?
Having a debit card to use for TRP-Parking expenses is a new feature available with BenefitHelp Solutions that PacificSource didn't offer and we're hoping that it will be more convenient for folks. Please keep in mind that TRP funds are available as your contributions are made each pay period. You can check your balance in your BHS portal account. You can also submit for TRP reimbursement in your portal account, or by mail/fax by using the Parking Reimbursement Form.
I'm enrolled in MERP and TRP-Parking - can I use the same debit card for both accounts?
Yes.
How many debit cards will I receive? Can my spouse have their own card?
BHS sends out two debit cards per member. Your spouse can use one of these cards, however, BHS does not issue a card in your spouse's name.
Will the same medical expenses still be eligible for reimbursement?
The IRS determines the items and services that are eligible for reimbursement through FSA plans. Below are documents to the BHS eligible expenses list and the Letter of Medical Necessity (LMN), which is needed for some expenses to be reimbursable (these items are noted as such on the expenses list).
About LMN's:
- LMN's should be dated before, or on, the day you make a purchase or receive services.
- LMNs are good for one year from the date signed.
- LMNs did not transfer over from PacificSource. If you have a LMN that is still current, you should submit to BHS.
If purchasing items from the FSA Store, you can check to see if your item needs an additional Letter of Medical Necessity (LMN) by going to their Eligible Items page and looking for your item. Items are marked as "Eligible," "Not Eligible," and "LMN Needed."
