Preschool for All: Implementation Update

In its third year, PFA is funding over 2,200 preschool seats at more than 130 locations across the county. We are building to universal preschool in 2030 when all interested families in Multnomah County will have access to free preschool. Learn more about Preschool for All implementation.

The Preschool for All family application for the 2024-25 school year is open through January 27, 2025!

The 2024-25 Preschool for All family application will remain open until January 27, 2025. The primary application period happened in Spring 2024, and the majority of Preschool for All seats are filled for the 2024-25 school year. There are limited seats available at new preschool sites that have recently been added. Only families who did not apply in Spring 2024 should apply now. You can learn more on our For Families page

How do I apply?

  • Applications for the 2024-25 school year are accepted online: https://pfa.multco.us/
  • If you have questions about your application, want to add or update preschool choices, or need technical support with the online application, you can contact the PFA Application & Enrollment Team at pfa.support@multco.us or call 503-988-7818.
  • If you are unable to submit an online application and need help applying, you can find a list of Family Navigators who can assist you in submitting an application.

What is Preschool for All? 

Preschool for All came from a two-year community planning process where more than 100 people came together to create a vision for Multnomah County children and their families. Voters in Multnomah County overwhelmingly supported the Preschool for All ballot measure on November 3, 2020, with 64 percent of voters approving the measure. Measure 26-214 directed the Department of County Human Services to administer the program. 

Preschool for All (PFA) connects 3- and 4-year-olds in Multnomah County to free, culturally responsive, inclusive preschool experiences. From the beginning, the program was designed to grow over time, increasing the number of children and families that it serves each year. In 2030, all interested families will have access to free preschool.
