The Preschool for All family application for the 2025-26 school year is now open!

If you have not applied for the 2025-26 school year:
You can apply here. In the meantime, we recommend you research preschool options, schedule site tours, and choose and rank your six preschool choices. Depending on your preschool choices and seat availability, you may receive a preschool placement or be placed on a waitlist. If you need assistance, you can request help from a Family Navigator during the application process.
If you have already applied for the 2025-26 school year:
You should have received an email regarding your placement status earlier this month.
- If you are waitlisted and would like to change your preschool choices, you can contact our enrollment team at pfa.support@multco.us or call 503-988-7818.
- If you are looking for additional options for preschool placement for the 2025-26 school year, please view our Other Preschool & Child Care Resources page for resources and additional preschool options.
- If you are offered a placement, you will have until 7 days from the placement offer date to ‘accept’ or ‘decline’ by logging into your account. Once you have accepted a placement, you will receive instructions via email on how to enroll.
- If you receive a placement offer that is not your top choice, you will remain waitlisted at all the preschools you ranked higher. For example, if your placement offer is for your second choice, you will remain waitlisted at your first choice.

What is Preschool for All?
Preschool for All came from a two-year community planning process. More than 100 people created a vision for Multnomah County children and their families. Voters in Multnomah County overwhelmingly supported the Preschool for All ballot measure. 64 percent of voters approved the measure in November 2020. Measure 26-214 directed the Department of County Human Services to administer the program.
Preschool for All (PFA) connects 3- and 4-year-olds in Multnomah County to free preschool. The number of children and families served grows each year. In 2030, all interested families will have access to free preschool.
