The Preschool for All (PFA) Provider application is now open! The application is open Friday, September 11, 2026 to Tuesday, October 13th, 2026.

Black, Brown, Native American Indigenous, and Providers of Color are highly encouraged to apply to be a PFA Site. Preschool for All is committed to having a diverse set of providers who look and sound like the children and families enrolled in the program.

Choosing an Application Path

Family child care providers can choose to apply to be directly contracted with Multnomah County or can choose to apply to be subcontracted through the intermediary organization, MESO (Micro Enterprise Services of Oregon). PFA Providers that are subcontracted through MESO get extra small business support from MESO. 

MESO can offer support to providers by focusing on small business health and development, like:

  • How to plan a budget
  • How to buy and keep the right insurance
  • How to keep good business records
  • How to hire and manage staff
  • How to grow your business

You must apply through the Multnomah County’s procurement process (RFPQ) and be directly contracted with the County if you have any center programs (even if you are applying just for an FCC site).
