The goal of the Workforce Training & Hiring Program is to increase the number Women and People of Color in the construction trades through apprenticeship opportunities on Multnomah County projects.

Workforce Training and Hiring Program (WTHP) requirements are applicable to Prime contractors with contracts of $250,000 or more and Subcontractors with Subcontracts of $100,000 or more working on Multnomah County construction projects. Each contractor subject to the WTHP requirements must ensure a minimum of 20% of the labor hours in each apprenticable trade are worked by state registered apprentices.

Apprenticeship programs enable students to receive training in a skilled trade through classroom training and work on-the-job. Each apprenticeship trade has a Joint Apprenticeship and Training Committee (JATC), which outlines the procedures required to complete the apprenticeship program and become a journey person. Apprenticeship programs usually consist of two to five years supervised, on-the-job experience in the chosen trade. On-the-job and trade related hours can only be logged once the apprentice is registered with the Bureau of Labor and Industries (BOLI)

The WTHP program increases the number of Women and People of Color working on Multnomah County projects by ensuring entry level opportunities are provided on County projects by requiring that contractors make efforts to employ a workforce that is reflective of the diversity of Multnomah County. By requiring apprentice participation with an equity focus, the County is helping lay the foundation for future business development, as the apprentices of today become the journeyman and business owners of tomorrow.

The contract compliance reporting systems currently in place for the monitoring of construction projects are B2Gnow and LCPtracker. Contractors must be invited into each system. 

  • B2Gnow is the monthly subcontractor utilization and payment reporting system. 
  • LCPtracker is the system used to report weekly certified payroll for workforce utilization.
