How to Use Garner: Getting Started

You can activate your Garner account now and add top providers to your Care Team to be ready for when the program goes live on 01/01/27. Please note that benefit details will not appear in the 'Benefits' section of the Garner app until 01/01/27, and only medical services with a date of service on or after 01/01/27 are eligible for reimbursement.

  • Create your account with Garner Health.  When signing up you will be asked to enter your full legal name, employer (“Multnomah County, OR”), your phone number, birthday, and the last 4 of your SSN or ITIN.
  • Find and choose top providers. Once you create an account, you can search for Top Providers and add them to your Care Team. Top providers are marked with a green checkmark!
  • You Can Also Add Your Existing Primary Care Provider. Don't see your or your dependents' primary provider listed? If you have a relationship with a primary care provider that was established before your Garner benefit started, and if they are not currently listed as a Top Provider, click “Request Approval” in the Garner app and follow the workflow prompts.
    • Qualifying PCPs (you may add more than one):
      • Primary care physicians
      • Pediatricians
      • Geriatricians
      • Gynecologists
      • Therapists
      • Psychologists
      • Psychiatrists

Reimbursements

The Garner Reimbursement Process. Reimbursements typically take 6-8 weeks.

Reimbursement Timeline: 4-6 weeks for top provider to submit claim, 5-7 days for Garner to process, 2-3 days for reimbursement to bank

Dental and vision services are not eligible for reimbursements.

Dependents over the age of 18 may create their own Garner account and manage their providers, but all reimbursements will go to the primary member.

Garner and Flexible Spending Accounts (FSA)

Avoid "double dipping." A man balancing two large sacks with the text "FSA dollars" and "HRA dollars" on them.

If applicable, do not use your BenefitHelp Solutions Medical FSA or HRA VEBA funds to pay for any medical costs that will be reimbursed by Garner.

This is considered "double dipping" due to both accounts being tax-advantaged and is strictly prohibited by the IRS.
