RFPQ Instructions

The RFPQ is intended for center-based providers who have multiple locations, large centers licensed for 100 or more children, community based organizations, non-profit organizations, public charter schools, and private schools. Family child care and single-site small centers can also choose to apply through the RFPQ process.

**If you are a family child care provider or single-site centers you can choose to apply through this RFPQ process and be directly contracted with the County or you can choose to apply through the pilot site application process and be subcontracted through the intermediary organization.

**If you own and operate multiple centers, you must apply through the RFPQ process even if your application is only for one of your centers.

Allocation of Preschool for All slots for this RFPQ is for 2025-26 slots to begin in September 2025.


Instructions for responding to the RFPQ:

  1. Please register as a supplier in MultCo Marketplace. This will help you get updated information about the proposal and access to the Question and Answer Board. Registering as a supplier means you are interested in learning more, but does not commit you to responding to the proposal.
  2. Find the event at the Multnomah County Bids and Proposals Website.
  3. Review and follow all submission instructions in the MultCo Marketplace Sourcing Event before the event closes.
