When Benefits End
Your County benefits will end after your last day of employment or after your last day as a benefit-eligible employee (if moving to a temp or on-call position). Different benefits have different end dates. See below for a guide. Note: Benefits may be handled differently due to a leave of absence, see Benefits During Your Leave.
Medical and Dental Insurance
Your medical and dental insurance coverage will end based on the last day that you are a benefit-eligible employee, following the 15/16 rule:
- If your last paid day is on or before the 15th of the month, your coverage will end on the last day of that month. Cost share for the final pay period of the month will be deducted from your final paycheck.
- If your last paid day is the 16th or later in a month, your coverage will end on the last day of the following month. There will be three deductions for medical and dental on your final check: one cost share for the current month and two cost shares for the following month will be deducted from your final paycheck.
COBRA - Medical and Dental
COBRA is a program for employees whose County-sponsored medical/dental coverage has ended, for the purchase of ongoing coverage for up to 18 months. PacificSource will send you a COBRA letter, following your employment termination, detailing the costs and enrollment process. Employees have 60 days from the date of the COBRA notice to elect COBRA, then 45 days to pay the initial premium retroactive to the effective date. NOTE: Make sure your address is up-to-date in Workday to ensure you get your notice.
Flexible Spending Accounts (FSAs): Medical Expense FSA, Dependent Care Assistance Plan, (DCAP), Transportation Reimbursement Plan (TRP)
Your FSA participation ends at the end of your last pay period in paid status as a benefit-eligible employee. Only expenses incurred through the last day of participation will be eligible for reimbursement. Claims for these expenses can be filed after employment ends through the end of the year. Any unreimbursed funds are forfeited.
Medical FSA & Medical FSA COBRA
Medical FSA - benefit eligibility ends on the date of your final paycheck. You may still submit claims for the eligibility period until the end of the plan year, plus the 90 day run out period.
You are eligible to continue coverage under COBRA only if your account is underspent at the time you leave the County. When this applies, you may continue to contribute to your FSA plan after your separation of employment through the end of the current plan year by making direct payments to PacificSource. You will receive a COBRA notice mailed to you following your employment termination with instructions and deadlines for COBRA.

DCAP
You may use the funds in your DCAP account for the remainder of the Plan Year, even after ending employment with the County, as long as you are looking for work, employed somewhere else, or going to school. The eligibility period ends on the last day of the plan year, with 90 days to submit claims for that period.
TRP
Parking TRP: When you leave the County, you can only get reimbursed for expenses that you incurred while you were employed.
Transit TRP: When you leave the County, any unused funds remaining in the account are forfeit.
HRA VEBA (Health Reimbursement Arrangement)
If you are in the DSA, FOPPO, MCCDA, IBEW, IUOE, Dentists, Pharmacists, or Physicians groups*, or are Non-represented (EO staff not included), you may have an HRA VEBA account with the County.
County contributions to your HRA VEBA end on the last day of pay period that you were employed. However your funds do not expire. After leaving the County, you will retain access to your account and can continue to use these funds towards eligible health expenses. If you questions, have never set up your account, or are locked out of your account, contact HRA VEBA customer service at 1-888-659-8828.
Basic & Supplemental Life Insurance
Coverage under the County-paid Basic Life insurance plan, and the self-paid Supplemental Life insurance plan, will terminate at the end of the month that you are benefit-eligible. You have the opportunity to continue your group life (and/or AD&D) coverage that was in force while you were a County employee by purchasing the coverage directly from the County’s insurer, The Standard, at the County’s group rates. You will be sent a Portability/Conversion Application Form following your employment termination within 30 days. You may elect to carry the same amount of coverage you had as an active employee, or less – the choice is yours. The application form will include the premium information you will need to calculate the cost of portability/conversion coverage.
Short-Term Disability Plan
Both County-paid and optional short term disability coverage will end at the pay period when your last day occurs. Not all employees have short-term disability.
Long-Term Disability Plan
Coverage under the County-paid long term disability plan will end at the end of your pay period in paid status as a benefit-eligible employee. Coverage under the plan is based on the date of disability. Claims for a qualifying disability can be made after employment ends.
Long-Term Care Plan
Long term care coverage (through AGIS) is an optional employee-paid benefit plan available to employees of some bargaining units (Local 88, Physicians, sub-Local 88-2, Pharmacists, sub-Local 88-4, Dentists, sub-Local 88-5, MCCDA, ONA, and non-represented).
Coverage will end on the last day of the month in which you last worked as a benefit-eligible employee. A portability form to continue this coverage will be mailed to you within 30 days.

TriMet Hop FastPass
Your TriMet Hop FastPass will be deactivated remotely after your last day as a benefit-eligible employee. On-call staff are not eligible for the TriMet Hop Fastpass.
Employee Assistance Program (EAP)
Your household's access to the EAP program will end on the last day of the month that you are a benefit-eligible employee.

Deferred Compensation (VOYA)
