Community Preschool Expansion Program
Preschool for All connects 3- and 4-year-olds in Multnomah County to free, culturally responsive preschool. Each year the number of children enrolled in PFA will grow. CPEP will support community-based organizations to create new preschool programs or expand current ones. CPEP participants can engage in training and educational opportunities, program development, peer networks, and individualized consultation. Supports will be tailored to the strengths and needs of each organization. CPEP is a partnership between the Preschool & Early Learning Division and Multnomah County Child Care Resource & Referral.

CPEP Application
Community-based organizations in Multnomah County are eligible to apply for the Community Preschool Expansion Program. Your organization’s application must be submitted before the deadline. Selected organizations will be contacted with a welcome email. The first CPEP Cohort will start in August 2025.
CPEP Participants are not guaranteed Preschool for All (PFA) slots. PFA slots are awarded through a separate process. CPEP is designed to support CBOs to create and expand preschool programs.
