Community Preschool Expansion Program (CPEP)
Preschool for All connects 3- and 4-year-olds in Multnomah County to free, culturally responsive preschool. The Preschool & Early Learning Division (PEL) has partnered with Multnomah County Child Care Resource & Referral (CCR&R) to create the Community Preschool Expansion Program (CPEP). CPEP will support community-based organizations (CBOs) to create new preschool programs or expand current ones. CPEP participants can engage in training and educational opportunities, program development, peer networks, and individualized consultation. Supports will be tailored to the strengths and needs of each organization.

Community-based organizations in Multnomah County are eligible to apply for the Community Preschool Expansion Program. CPEP applications will be available starting in May 2025. The first CPEP Cohort will start in August 2025.
CPEP Participants are not guaranteed Preschool for All (PFA) slots. PFA slots are awarded through a separate process. CPEP is designed to support CBOs to create and expand preschool programs.
Program Steps
Step 1: CPEP Application
Your organization’s application must be submitted before the deadline. Selected organizations will be contacted with a welcome email.
Step 2: Meet Your CPEP Network Coordinator
You will meet with the CPEP Network Coordinator to schedule your first consultation.
Step 3: Develop a Program Plan
Together with your CPEP Network Coordinator, you will determine objectives towards your program goals.
Step 4: Ongoing Support
Continue to meet with your CPEP Network Coordinator to achieve program goals and to access resources.
