The Preschool for All Program Guide gives guidance and support to preschool professionals implementing Preschool for All (PFA). The guide outlines current PFA program requirements and processes. It also offers suggestions on how to successfully implement the requirements: English, Spanish, and Russian
Preschool for All Facilities Fund
Qualified PFA providers can apply to the Preschool for All Facilities Fund if they are interested in improving or expanding their current facility, or in opening a new location. BuildUp Oregon, a collaboration of four Community Development Financial Institutions, is the administrator of the PFA Facilities Fund. BuildUp Oregon also provides guidance and technical assistance for providers. This is the PFA Facilities Fund Intake Form and these are the program guidelines for the fund.
Providers can use this mapping tool to better understand areas of need for additional child care facilities in Multnomah County.
Example Pilot Site Contract
These are examples of PFA contracts. Exact contract language may change.
Example Pilot Site Contract with the Preschool & Early Learning Division (PEL) - this contract includes changes to intellectual property ownership. It clarifies that providers will maintain complete ownership of their curriculum and other program materials. If you are looking for this part of the contract, please see Exhibit 1, Item A, 1.b
Example Pilot Site Contract with Micro Enterprise Services of Oregon (MESO) - family child care providers and small single-site centers can choose to contract with MESO. Providers contracted with MESO receive additional business support.
Program Policies
Attendance Policy
PFA encourages regular attendance for all enrolled families to support children’s learning and good attendance habits. PFA Providers talk to families about attendance and have their own program attendance policy. This policy explains PFA attendance requirements: English, Spanish, Russian
Continuity of Care Policy
Preschool for All seats designated for currently enrolled and attending children are called continuity of care seats. This policy explains more about continuity of care seats: English, Spanish, Russian
Contract Non-Compliance Policy
When a PFA Provider is out of compliance with their contract requirements, PEL communicates the issue with the provider. This policy explains more about the process: English, Spanish, Russian
Provider Support & Monitoring Plan Policy
When there are ongoing performance or contractual concerns, PFA Providers are supported so that they can make any needed changes. This policy explains more about the process: English, Spanish, Russian

Diapering Resources
Preschool for All providers must accept all children matched with them and be ready to offer diapering services. The University of North Carolina offers a variety of helpful posters, including diapering procedure posters in Spanish and English; King County Health Department created this standing diapering instruction sheet; you can find an instructional youtube video on standing diapering procedure from Child Care Aware ND; and you can access diapering and toileting instructions, videos, and helpful scenarios from virtuallabschool.org.
