Preschool for All (PFA) is in the early stages of implementation. That means we are learning and growing every day. The evaluation of PFA is meant to support and deepen that learning so that we are providing the highest possible quality of early learning experiences to children and families in our community.

It is vital that Preschool for All’s evaluation efforts support and uphold the values that shaped and guide PFA.

The values that guide PFA evaluation:

Our evaluation is done in collaboration with those we serve; we aim to center the voices and experiences of families, providers, and the community; we embed racial equity in design and throughout the evaluation; and we maintain a systems-level focus aimed at systems-level improvement rather than judging individuals and individual experiences.

What we evaluate:

Implementation Quality: To what extent are we implementing Preschool for All as intended?

Classroom Experiences: How are we ensuring that families have positive, meaningful & culturally responsive preschool experiences?

Workforce Development: How are the investments of PFA impacting the overall early childhood educator workforce?

Infrastructure: What is the impact of PFA’s infrastructure investments, such as facilities funds, business development supports, and higher wages? Are some investments more beneficial than others?

Child, Family, and Community Based Outcomes: How does participating in PFA impact a child, their family, and the community?
