2026 Medical/Dental Costs
These are the amounts taken from your paycheck every pay period. This is referred to as your "cost share," as it is your share of the cost for your plans.

Medical and Dental Rate Updates
Kaiser Medical Plans
- Rate Increase: 7.7%
- No significant benefit or eligibility changes for 2026.
Moda Medical Plans
- Rate Increase: 9.8%
- Naturopathic Care: Claims will be processed as a primary care provider visit, even if the provider is not credentialed as a primary care provider.
- Physical Therapy: Medical necessity reviews are no longer required after 30 visits, simplifying access to ongoing care.
- Moda Major Medical Plans: Return to “Medicare Part D creditable coverage” status. This is important for employees and dependents who are or will become eligible for Medicare.
Kaiser Dental Plan
- Rate Increase: 8.4%
- Expanded Filling Coverage: Coverage now includes composite (tooth-colored) fillings on both posterior teeth in addition to current coverage.
- Nitrous Oxide - $25 Copay for Children: The copay share for nitrous oxide for members ages 0 to 12 will be $25, to matching the cost share for members age 13 and older.
Moda Delta Dental Plan
- Rate Increase: 8.3%
- New X-Ray Coverage: Cone beam x-rays, often used for implants or root canal treatments, are now a covered benefit (excludes images related to TMJ).
- Virtual Dental Care: Access to Teledentistry.com will is now included, offering 24/7 virtual consultations, prescriptions, and referrals.
Willamette Dental Plan
- Rate Increase: 2.5%
- No significant benefit or eligibility changes for 2026.
FSAs & Optional Plans
The County has several optional plans that you can enroll in any time of the year, including during open enrollment!

Supplemental Life Insurance
- While you can apply for Supplemental Life Insurance at any time throughout the year, a special guaranteed issue opportunity is available to employees each year who have existing supplemental life insurance coverage under $200k.
- Without completing a medical form, you can increase your existing coverage by $10k, $20k, or $30k - up until the point where you reach a total of $200k in coverage.
- This opportunity does not include spouse/domestic partner supplemental life coverage.
- No rate changes for 2026.

Optional Short-Term Disability
- Good news! Rates will decrease by 35%. If you're full-time and have been considering adding Optional Short Term Disability, now is a great time to enroll.

- Costs: How much will I pay from each paycheck (cost share)? What can I expect to pay for services (deductibles, copays, coinsurance)? What is my out of pocket maximum?
- Your Needs: What kind of medical or dental care do I anticipate needing next year? Do I want or need more specialty care?
- Network: Do I prefer an HMO with a dedicated network or a PPO with more provider flexibility? Do I want to see specialists without a referral?
- Location: Important! Kaiser plans are only available to employees living or working within the Kaiser service area. If you are moving, please review your options carefully.
