Assistant County Attorney Series Positions in this series provide legal services, including advising on civil law matters and representing the county in litigation.

Job description

EXAMPLE OF DUTIES:

  • Prosecute and defend legal actions; research and analyze legal and factual information; prepare, draft, and/or revise legal pleadings, motions, appeals, ordinances, legal opinions, interpretations, contracts, and other documents; prepare and present cases at pre-trial hearings, trials, and/or administrative hearings.
  • Provide expert guidance to department management and staff; represent the county to the public, elected officials, other agencies, governments, and organizations; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
  • Represent the county in negotiations with governments, organizations, and other agencies; assist in preparing, negotiating, and/or advocating the county's position.
  • Prepare and/or assist attorneys with case preparation, legal research, and analysis on opposing positions; determine project scope and deadlines; interview witnesses and investigate cases.
  • In addition to the above duties, the senior level will: develop, review, and revise policies and procedures; identify areas of concern and prepare legal opinion; assist with the implementation of policies and procedures; provide consultation to the Board of County Commissioners, elected officials, and management; advise and train county staff in loss prevention and risk management policies and procedures; coordinate tort-related loss prevention activities; review and prepare documents, agreements, and forms for real property transactions; draft and revise county statutes and ordinances; consult on legislation needs; collaborate with other county counsel across the state; represent the county before the Land Use Board of Appeals and other administrative hearing boards; mentor attorneys and staff.

Assistant County Attorney 1

  • Decisions made or actions taken require higher level review and work is checked for progress and reviewed for quality and compliance to policy and procedures.
  • Typically, incumbents may use the entry level to obtain the proficiencies to qualify at the next level in the classification series.

Assistant County Attorney 2

  • Perform the full range of duties, working independently, applying well developed subject knowledge, and exercising judgment and initiative.
  • Receive occasional instruction or assistance as new or unusual situations arise.
  • Fully aware of the operating procedures and policies within the work unit.
  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
  • Receive direction from manager or staff.

Assistant County Senior

  • Advanced
  • Professional
  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive direction from manager or staff.              
  • May exercise technical and functional supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
 
Assistant County Attorney 1
Training and experience for this entry level, professional classification is a current member of the State of Oregon Bar Association in good standing and up to one (1) year of experience that demonstrates the ability to perform the duties of the position. 
 
Assistant County Attorney 2
Training and experience for this journey level, professional classification is a current member of the State of Oregon Bar Association in good standing and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position.
 
Assistant County Attorney Senior
Training and experience for this advanced level, professional classification is a current member of the State of Oregon Bar Association in good standing and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. 
 
Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and /or additional training, licenses, or certificates.
