Job description
EXAMPLES OF DUTIES:
- Plan, organize, manage, and administer the county's finance and risk management divisions; develop and implement program and strategic planning; implement and assist in the development of department operations, functions, policies, procedures, and business practices; evaluate goals, objectives, priorities, and activities to improve performance and outcomes; recommend and establish administrative controls and improvements; develop policies, guidelines and procedures to implement new and/or changing regulatory requirements.
- Plan, organize, manage, and administer countywide financial guidelines and policies; develop long-range financial planning; oversee debt management; oversee cash, investment, and asset management; review and analyze budget, financial reports and insurances requirements; manage special projects with countywide impact; prepare and/or oversee the preparation of the annual comprehensive financial report; oversee external financial audit; make policy and guideline change recommendations to the executive management team and prepare final reports for elected officials.
- Provide expert guidance to county departments, elected officials, and/or outside agencies in a variety of financial management areas; represent the county to the public, elected officials, other agencies, governments, and organizations including making presentations, participating in meetings, and conducting community outreach; act as representative on committees, interagency task forces, and special projects; respond and resolve confidential and sensitive inquiries; investigate complaints and recommend corrective actions as necessary.
- Direct and approve through subordinate managers and/or supervisors the planning, prioritizing, assigning, supervising, training, and review of the work of a diverse workforce; act as a resource, and provide direction, guidance, and leadership to staff; advise on the more complex and sensitive concerns and issues; may select, direct, and manage the work of consultants.
- Establish and oversee the maintenance of internal controls and legal and regulatory compliance regarding all financial functions; analyze and interpret federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations.
- In addition to the above duties, the Chief Financial Officer will: act as the key advisor for the county regarding financial operations and strategies; oversee the development of financial reports and certain forecasts and deliver presentations to a variety of stakeholders; manage the county risk fund and core financial systems; administer county excise tax programs; represent the county to financial partners including institutions, investors, auditors, other public agencies, and public officials.

MINIMUM QUALIFICATIONS GUIDELINES:
Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
Deputy Chief Financial Officer
Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
