Engineer Series Positions in this series plan, coordinate and perform design, construction and project management functions in the areas of bridges, roads and related public works in civil, structural, electrical, mechanical, geo-technical and other engineering disciplines.

Job description

EXAMPLES OF DUTIES:

  • Design and inspect roadways, structures, systems, controls and related projects; develop and evaluate design alternatives; lead design reviews; coordinate design modeling and computations necessary for repairs, rehabilitation or replacements; conduct research and compile, analyze and interpret data.
  • Develop project scopes, work plans, schedules and budgets on design or construction projects; write contract specifications and prepare cost information; schedule work and provide functional supervision over project staff; inspect construction and project progress; perform specialized tests; negotiate change orders and approve payment requests; maintain project records.
  • Prepare calculations, sketches, designs, working plans, specifications, bid invitations, contract letting and change orders; review and recommend approval of contract payments.
  • Provide guidance to other departments, the general public and/or outside agencies; investigate concerns and recommend corrective actions as necessary; participate in public involvement processes.
  • Analyze and review federal, state and local laws, regulations, policies and procedures in order to ensure compliance.
  • In addition to the above duties, the Engineer 2 will: recommend and assist in the implementation of program and strategic planning, policies and procedures; participate in the budget process; lead projects with greater public safety requirements.
  • In addition to the above duties, the Engineer 3 will: assist in the leadership and technical supervision of staff; establish schedules and methods for engineering designs and plans; evaluate complex environmental, engineering and economic variables; negotiate and administer contracts; plan, organize and coordinate major design and construction projects with complex risk management, public process, public safety and other functions.

Engineer 1

  • Entry level
  • Professional
  • Perform the more routine duties as assigned with increasing independence.
  • Decisions made or actions taken require higher-level review and work is checked for progress and reviewed for quality and compliance to policy and procedures.
  • Typically, incumbents may use the entry level to obtain the proficiencies to qualify at the next level in the classification series.
  • Receive direction from manager or staff.
  • Manage small projects that are low in complexity.
  • May exercise functional and technical supervision over staff.

Engineer 2

  • Journey level
  • Professional
  • Perform the full range of duties, working independently, applying well-developed subject knowledge, and exercising judgment and initiative.
  • Receive occasional instruction or assistance as new or unusual situations arise.
  • Fully aware of the operating procedures and policies within the work unit.
  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
  • Receive direction from manager or staff.
  • Manage mid-sized projects that are moderately complex.
  • May exercise functional and technical supervision over staff.

Engineer 3

  • Advanced level
  • Professional
  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive direction from manager or staff.                      
  • Manage large projects that are highly complex.                                               
  • Exercise technical and functional supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Engineer 1

Training and experience for entry level, professional classifications are typically equivalent to a bachelor's degree and up to one (1) year of experience that demonstrates the ability to perform the duties of the position. (Equivalency 4-5 years of qualifying training and/or experience).

Engineer 2

Training and experience for journey level, professional classifications are typically equivalent to a bachelor's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).

Engineer 3

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position.  (Equivalency 7-10 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.

REQUIRED TRAINING, LICENSES, AND/OR CERTIFICATES:

Engineer 1

  • Possession of Engineer Intern or Engineer-in-Training certificate from the State of Oregon is required.

Engineer 2

  • Registration as a Professional Engineer in the State of Oregon is required.

Engineer 3

  • Registration as a Professional Engineer in the State of Oregon is required.
