Information Specialist Series Positions in this series support the operations, maintenance, and installation of systems used to transmit, gather, and analyze information.

Job description

EXAMPLES OF DUTIES:

  • Monitor daily performance of communications systems, software, or databases; identify and report performance problems and issues; perform software installations and basic hardware upgrades.

  • Answer questions from internal users about assigned infrastructure functional areas such as communications, software, internal applications, hardware, and operations.

  • Apply established processes to ask questions, apply basic diagnostics, and provide operational assistance to identify and resolve problems; escalate problems and their solutions with other staff resources.

  • Provide operational training with users, customers, or new IT staff; may test new features.

  • Provide customer assistance; resolve and manage isolated incidents and user-specific questions and problems.

  • In addition to the above duties, the Information Specialist 2 will: configure, modify, and enhance hardware and software systems; integrate new processes and resolve compatibility issues; plan and schedule installations of new software and coordinate changes with other systems or users affected by the installation; analyze systems’ performance containing internal applications and operating systems; write installation documentation; diagnose and resolve software issues; provide on-site analysis or dial-in diagnoses; contact vendors and other external entities to coordinate solutions; prioritize problems; track and report progress; track operational and system changes for recovery; address daily security issues and implement changes to system security; manage and document physical, logical, or software inventory; conduct network analysis and research changing business and software needs; update software for version compatibility; build implementation plans and supporting documentation; establish system processes and procedures; consult with and advise other staff to resolve critical problems and projects.

  • In addition to the above duties, the Information Specialist 3 will: lead implementation of IT projects and systems, applying general project management and coordination principles and concepts; analyze operational or business needs and system requirements; provide consultation and advice on information systems resource utilization, disaster planning, change control management, functionality, limitations, and overall security; develop formal training; diagnose complex user problems and develop creative solutions; introduce new technology and business processes for large or unusual projects; evaluate specifications and organizational policies to analyze system performance and recommend tuning; assist in the development of bid specifications for procurement and make formal recommendations for new technology or systems; resolve conflicting resource allocation issues.

LEVEL AND TYPE OF WORK AND/OR SUPERVISION:

Information Specialist 1

  • Entry level

  • Technical

  • Perform the more routine duties as assigned with increasing independence.

  • Decisions made or actions taken require higher-level review and work is checked for progress and reviewed for quality and compliance to policy and procedures.

  • Typically, incumbents may use the entry level to obtain the proficiencies to qualify at the next level in the classification series.

  • Receive general supervision from manager or staff.

Information Specialist 2

  • Journey level

  • Technical

  • Perform the full range of duties, working independently, applying well-developed subject knowledge, and exercising judgment and initiative.

  • Receive occasional instruction or assistance as new or unusual situations arise.

  • Fully aware of the operating procedures and policies within the work unit.

  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.

  • Receive general supervision from manager or staff.

Information Specialist 3

  • Advanced level

  • Technical

  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.

  • Receive work assignments in terms of objectives, priorities, and deadlines.

  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.

  • Receive general supervision from manager.

  • May exercise functional and technical supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Information Specialist 1

Training and experience for entry level, technical classifications are typically equivalent to an associate's degree and up to one (1) year of experience that demonstrates the ability to perform the duties of the position. (Equivalency 2-3 years of qualifying training and/or experience).

Information Specialist 2

Training and experience for journey level, technical classifications are typically equivalent to an associate's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 3-6 years of qualifying training and/or experience).

Information Specialist 3

Training and experience for advanced level, technical classifications are typically equivalent to an associate's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
