This is a single incumbent job profile which acts as a key advisor in managing Multnomah County's cash and investments program; develops annual cash planning forecasts; monitors daily cash activities; manages excise tax collections, assists in debt issuance planning and execution.

Job description

EXAMPLE OF DUTIES:

  • Develop and implement the county's investment strategy and program; maintain and update the county's investment policy; recommend and implement cash and investment management goals, practice and procedures; prepare short- and long-term forecasts; research and monitor current governmental investment and financial trends.
  • Manage cash and investment activity; perform all daily banking and cash reporting and analysis; ensure the county's ability to meet all anticipated operating disbursement requirements.
  • Execute investment transactions; perform complex market and economic analysis; monitor investments and portfolio performance; develop and maintain bank, custodial bank, broker, debt trustee, debt paying agent, and business relationships.
  • Perform year-end investment reconciliations and market-to-market adjustments; facilitate and lead Investment Advisory Board meetings; prepare performance and audit reports and prepare CAFR disclosure information; conduct special studies to analyze complex investment and financial actions and prepare recommendations.
  • Assist the chief financial officer in debt issuance planning and debt execution; make debt payments per debt service schedules; create and maintain debt covenants inventory; prepare and file ongoing continuing disclosure requirements; and perform annual arbitrage analysis.
  • Prepare quarterly billings for excise taxes; manage excise tax forms; provide technical assistance and support for payer inquiries and delinquent accounts.
  • Oversee and administer bank accounts and services; maintain accounting records related to accounts receivable/cash management; manage all depository investment accounts; administer bank service agreements.
  • Implement new treasury and merchant products for receipts and payables.  
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
 
Investment Officer
Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
 
Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
