Research Evaluation Analyst (NR) Series Positions in this series lead and provide applied research and evaluation services for projects that have a significant impact on a broad range of services, operations, and/or policy decisions.

Job description

EXAMPLES OF DUTIES:

  • Plan, design, and conduct moderately complex small to medium-sized analytical studies or evaluations with countywide impact or visibility; provide data analysis and support to management in recommending and implementing policies, guidelines, procedures, and strategic planning that may impact collective bargaining; support bargained policies and procedures through research work; analyze and review federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends.
  • Formulate and apply mathematical/statistical modeling to assist management with decision-making, policy formulation, and other program functions; present study results to stakeholder advisory groups, employee resource groups, Human Resources, and leadership.
  • Develop data collection, management, and analysis systems; design, write, and test data queries; design and evaluate data collection tools and methodologies; update databases; handle sensitive and confidential research data and protect information privacy.
  • Collaborate and/or lead research and evaluation study planning; design study processes, research strategies, and outcome evaluations; perform qualitative and/or quantitative analysis to formulate, test, and update performance measures; prepare periodic status reports.
  • Compile research and evaluate study results; collaborate with colleagues to review and refine project findings; develop, test, and provide recommendations and implementation plans for the improvement of services and programs as a result of the analysis of study findings.
  • Design, draft, and present management reports and study findings for a wide audience; draft and edit communications for publication and broad distribution; interpret, review, visualize, and refine findings, trends, and recommendations; research metrics and results from comparable jurisdictions and workforces.
  • In addition to the above duties, the senior level will: oversee highly complex large-scale research projects with countywide impact; present project findings, recommendations, budget impacts, and other related details to senior leadership and elected officials; present data and trends to leadership and Human Resources groups with suggestions and resources for training, process improvements, and actions to improve outcomes; manage and coordinate work among project team members; establish, maintain, and manage relationships with third parties/vendors; consult with clients, staff, and stakeholders to resolve issues; organize, facilitate, and participate in meetings of stakeholder groups to identify needs and build consensus and collaboration; assist in clarifying expected outcomes and managing expectations; provide direction and support to project team(s); conduct studies and confidential in-depth investigations of employee behavior patterns relating to potential disciplinary issues, labor relations, and grievances.
  • Perform other duties as assigned.

  • Perform the full range of duties, working independently, applying well-developed subject knowledge, and exercising judgment and initiative.
  • Receive occasional instruction or assistance as new or unusual situations arise.
  • Fully aware of the operating procedures and policies within the work unit.
  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
  • Receive direction from manager or staff.
  • May exercise functional and technical supervision over staff.
  • This classification meets the standards for supervisory or confidential exemption as defined by Oregon’s Public Employees Collective Bargaining Act (PECBA) or under the terms of Article 3 of the AFSCME Local 8 Collective Bargaining Agreement.

Research Evaluation Analyst Senior (NR)

  • Advanced level
  • Professional
  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive direction from manager or assigned staff.              
  • May exercise technical and functional supervision over staff.
  • This classification meets the standards for supervisory or confidential exemption as defined by Oregon’s Public Employees Collective Bargaining Act (PECBA) or under the terms of Article 3 of the AFSCME Local 8 Collective Bargaining Agreement.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.  Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Research Evaluation Analyst (NR)

Training and experience for journey level, professional classifications are typically equivalent to a bachelor's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).

Research Evaluation Analyst Senior (NR)

Training and experience for this advanced level, professional classification is typically equivalent to a master's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 9-12 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
