Positions in this series plan, perform, and coordinate property rights for right of way roadway construction projects.

Job description

EXAMPLES OF DUTIES:

  • Research land and property transactions and obtain title, deeds, and tax information; develop acquisition documents; review assets in and outside of right of way and determine if assets can be sold.
  • Review construction plans and determine property rights required for roadway construction projects; determine compliance with applicable codes and assess the impact of road construction projects.
  • Coordinate utility work with project managers during and prior to capital construction projects; recommend and assist in the implementation of goals and objectives.
  • Coordinate with public agencies in developing specifications, plans, and permit requirements on large projects; review requests for special events permits such as road runs, parades, bicycling events, and film productions.
  • Research ownership information, legal descriptions, and maps; engage with property owners; coordinate and review property legal descriptions.
  • Respond to public inquiries, investigate complaints, and recommend corrective action as necessary to resolve complaints; serve as the point of contact for certified appraisers; explain appraisal valuation to decision makers.
  • Negotiate for property rights and obtain title chains, deeds, and tax information needed to close property acquisitions; calculate and order payments to property owners, appraisers, attorneys, and others involved in the acquisition process.
  • In addition to the above duties, the senior level will: coordinate and lead public right of way projects with internal contacts and state and local agencies; provide lead direction of work activities; prioritize and coordinate work assignments; review work for accuracy and content; evaluate projects, activities, and processes; monitor work performed to meet agreed upon goals and objectives; develop right of way acquisition strategies to support transportation project goals; provide project management, identify complexities and provide cost estimates, scheduling, and appraisal methods; plan, design, and present the county position at public hearings; develop and recommend new policies, procedures, ordinances, and legislation related to the county road system and the right-of-way permits unit.

  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
  • Receive direction from manager or staff.
  • May exercise technical and functional supervision over staff.

Right of Way Agent Senior

  • Advanced level
  • Professional
  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive direction from manager or staff.                                                                    
  • Exercise functional and technical supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.  Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Right of Way Agent

Training and experience for journey level, professional classifications are typically equivalent to a bachelor's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 5-8 years of qualifying training and/or experience).

Right of Way Agent Senior

Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
