This is a standalone job profile and is not part of a series. Positions in this job profile perform functions to determine property tax exemption eligibility for charitable, fraternal and religious organizations, and other related special exemptions involving real and personal property.

Job description

EXAMPLES OF DUTIES:

  • Review and process property tax exemption applications; determine eligibility for programs and notify applicants; research and apply Oregon Revised Statutes  and related court rulings; determine and calculate nontaxable portion or percentage of properties qualifying for exemption; collect and assemble supporting data.
  • Conduct field audits to determine property use and program eligibility; prepare narratives and detailed reports to support findings; represent the county and testify as an expert witness in appeals to the State Tax Court, Magistrate Tax Court, and Department of Revenue.
  • Act as a resource for property owners and representatives regarding the property tax exemption program and the application process; explain rights and procedures; interpret, apply, and explain rules, regulations, laws, and ordinances; investigate complaints and determine and initiate corrections.
  • Perform other duties as assigned.

  • Work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.
  • Receive general supervision from manager or staff.
  • May exercise technical and functional supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Tax Exemption Specialist

Training and experience for journey level, paraprofessional classifications are typically equivalent to an associate's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 3-6 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
