This is a standalone job profile and is not part of a series. This is a single incumbent job profile which plans, organizes and directs the operations and activities of the commission responsible for monitoring and reviewing the budgetary processes of local governments within Multnomah County.

Job description

EXAMPLE OF DUTIES:

  • Review and evaluate all budgets of local governments for compliance with budgetary laws and statutes; prepare recommendations and objections for the budget certification letter; address discrepancies with financial and budget staff.
  • Review and evaluate general obligation bonds and local option levy property tax proposals; prepare and present evaluation reports to the commission; recommended topics and issues to be discussed at public hearings.
  • Provide day-to-day supervision of activities of assigned area, program, and/or operation; plan, prioritize, assign, supervise, and review the work of a diverse workforce; develop and revise work processes; establish work schedules; provide or coordinate staff training; manage performance and work with staff to correct deficiencies; monitor work performed to meet agreed upon goals and objectives.
  • Provide expert guidance to local governments, state departments, the legislature, the general public, the media and the commission board;  represent the commission to the public, elected officials, other agencies, and government;  prepare and make presentations, facilitate and participate in meetings; act as representative on committees, interagency task forces, and special projects; provide subject matter guidance and training regarding local budget law,  the state property tax system, education funding and general financial management.  
  • Analyze and interpret federal, state, and local laws, regulations, policies, and procedures in order to ensure compliance; conduct analysis on best practices and trends, and formulate and implement recommendations; prepare various commission documents and special reports.
  • Perform other duties as assigned.

  • Perform the most difficult assignments requiring a higher level of responsibility, applying advanced subject knowledge, and exercising significant independent judgment and initiative.
  • Receive work assignments in terms of objectives, priorities, and deadlines.
  • Work is reviewed for technical accuracy, compliance to program objectives, and overall results.
  • Receive administrative direction from management.
  • Exercise direct supervision over staff.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying. Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.
 

Tax Supervising and Conservation Commission (TSCC) Executive Director
Training and experience for advanced level, professional classifications are typically equivalent to a bachelor's degree and three (3) to six (6) years of experience that demonstrates the ability to perform the duties of the position. (Equivalency 7-10 years of qualifying training and/or experience).
 
Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and/or additional training, licenses, or certificates.
