Job description

EXAMPLES OF DUTIES:

  • Interview and advise Veterans, their dependents, or widows of the rights and benefits legally conferred by Federal, State, or county agencies regarding benefits such as compensation, rehabilitation, insurance, pensions, education, medical care, and other pertinent rights and benefits.
  • Advise clients of the provisions of applicable laws and regulations; research, review, and explains legislative actions and regulatory changes; act as a liaison with local, State, and Federal agencies on behalf of veterans and their dependents.
  • Prepare correspondence and communicate with the Federal Veterans’ Administration, local and State government agencies, and with Veterans and/or their representatives with regards to claims, benefits, and other related Veteran programs.
  • Assist eligible Veterans and their dependents in obtaining local, State, and Federal benefits establishing rights to filing claims for benefits; research and analyze data, statues, regulations, and laws to determine the proper method of maximizing the benefits; assist in preparing and reviewing claims and obtaining supporting documentation.
  • Prepare documents for disability claims, including appellate documents; prepare for and represent clients before local hearings officers and Board of Veterans appeals hearing panels; prepare statistical reports for management and the Oregon Department of Veterans Affairs detailing work results.
  • Prepare documents for disability claims, including appellate documents; prepare for and represent clients before local hearings officers, Board of Veterans appeals hearing panels, and the submission of claims to the U.S. Court of Veterans Appeals.
  • Represent the program to departments, agencies, and organizations; conduct Veteran Services Briefings, and provide information about Veteran Services through a variety of outreach events.
  • Review current and proposed regulations of the U.S. Department of Veterans Affairs, including policies and procedures concerning benefits; prepare written recommendations and objections; prepare and conduct training on evaluating and obtaining veteran’s benefits for clients to staff, community partners, and the Oregon Department of Veterans Affairs personnel.
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS GUIDELINES:

Any combination of experience and training that would likely provide the required knowledge, skills, and abilities is qualifying.  Requirements are determined at the time of recruitment based on responsibilities of the individual position and business needs of the department.

Veteran Services Officer

Training and experience for journey level, professional classifications are typically equivalent to a bachelor's degree and one (1) to four (4) years of experience that demonstrates the ability to perform the duties of the position.  (Equivalency 5-8 years of qualifying training and/or experience).

Depending upon assignment, candidates may be required to pass a criminal background check, have a valid driver license, and /or additional training, licenses, or certificates.

REQUIRED TRAINING, LICENSES, AND/OR CERTIFICATES:

  • Obtain and maintain a United States Department of Veterans Affairs accreditation within twelve (12) months of employment.
  • Obtain and maintain a United States Department of Veterans Affairs automated systems access within eighteen (18) months of employment
