Executive summary

This report shares data and activities directed by Unified Command for the Incident Management Team (IMT). The information in this report comes from a joint effort among the City, State and County. Please note that not all requested data is included yet, but we expect to add it as soon as it becomes available. 

Objectives

  • Leverage the city, state and county’s resources to improve livability in Portland’s city center.
  • Enhance coordination and accessibility of housing, treatment, and recovery services in Portland.
  • Combine health, law enforcement, and other data into a countywide dashboard for better response and monitoring.
  • Identify housing, health and law enforcement gaps and obstacles, then make specific policy recommendations to leaders and lawmakers for better coordination.
  • Develop a transition plan to expand and improve response efforts, with focus on both short-term and long-term needs.

Situation overview 

  • Jan. 1 - Feb. 26, 2024: 48 of 130 suspected or confirmed overdose deaths were fentanyl related (Countywide)
    • Next update: March 6, 2024.
  • Jan. 30 - Feb. 26, 2024: 12 fentanyl-related overdose deaths in the operational area 
    • Estimated 1-2 week lag in data availability for these numbers
  • Fentanyl-related 911 medical dispatches (countywide):
    • January 2024: 165 fentanyl-related incidents out of 11,276 medical incidents (1.5%) 
    • February 2024: 107 fentanyl-related incidents out of 6,170 (1.7%)
  • February 2024: estimated 134 opioid-related visits to emergency departments or urgent care (Countywide)

Hot spots

Our overdose data shows some places experience higher fatal overdose rates. The map shows areas with higher confirmed or suspected fentanyl overdose deaths compared to others within the response area over the last year, based on 148 recorded deaths from February 26, 2023, to February 26, 2024.

Key activities/highlights this week

This includes work happening at Unified Command’s direction and actions taken by partner agencies participating in the emergency declarations.

  • Effective March 2, 2024, the State has suspended two BottleDrop locations for 30 days in the operational area: SW 10th and Jefferson Safeway and neighboring Plaid Pantry. These locations have been hot spots for fentanyl activity. We will measure the impact and report outcomes.
  • Unified Command continued to direct law enforcement, fire & medical, outreach workers, and other resources to hot spots throughout downtown. Highlights included:
    • Numerous arrests for drug dealing
    • Prevention of death through overdose reversal
    • Connection to shelter, housing and addiction services
    • Installing lights and cleaning blocks to improve livability 
  • Command staff, first responders and outreach partners briefed the public on the first 30 days of the incident.

Reportable data

The Data team is working on gathering specific information for future reports, but not all of it is available yet due to legal and technical barriers. It might take 7 to 14 days before all the statistics are available.

Outcomes: 

These numbers are preliminary and will become more accurate over time. More specifics to come on seizures of narcotics and fentanyl, substance use treatment referrals, naloxone kit distributions, outreach accomplishments, naloxone and buprenorphine administrations, lights installed, and blocks cleaned.

We're actively working on organizing this information and will share it publicly as soon as it’s available.

Staffing

As of Feb 26, there were at least 46 staff and experts assigned to the incident, including city, county, and state personnel. Additionally, there have been hundreds of staff, from first responders to administrative personnel, working prior to and throughout this incident.
